Services for the Development of the Integrated Information System for 'Competencies and Higher Education through Chess - C.E.S.S.' Code SMIS 341645
Through the contract to be awarded through this public procurement procedure, the 'turnkey' implementation of the Integrated Information System for 'Competencies and Higher Education through Chess - C.E.S.S.' will be achieved by:
- providing IT services, consisting of all services for the system implementation, in accordance with the requirements of this specifications document;
- supplying equipment, in accordance with the requirements of this specifications document;
- supplying software licenses, in accordance with the requirements of this specifications document.
Number of days until requests for clarification can be made before the deadline for submission of offers/candidates: 18
The Contracting Authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline set for submitting offers.
Any operator has the right to request clarifications regarding the documentation. To the extent that clarifications are requested in a timely manner, the contracting authority will provide the response.

The proposed information system within the project must be designed, developed, delivered, installed, tested, and commissioned as a turnkey, fully integrated, scalable, open, extensible, flexible system, with high security and availability attributes. The software application will be complex, modular, developed and implemented in accordance with SOA architecture principles.
The proposed information system must offer the following general functionalities:
• efficient information sharing within the Romanian Chess Federation (FR Șah) and to interested citizens and legal entities (units from pre-university education, sports clubs);
• creation of automated process flows;
• offering data-driven decision support at the level of FR Șah;
• 'online', web-based access to useful information for both FR Șah staff and sports clubs, units from pre-university education, professional and amateur chess practitioners;
• flexibility to support various operational objectives of FR Șah;
• user identity management and access control to all system resources;
• ensuring high availability (24 x 7) of applications;
• administration and low-cost operation of the infrastructure and components of the solution.
