1. NAME OF THE CONTRACT: "Delivery and commissioning of teleinformatic systems to enable the provision of e-services for the project: Digitalization of water and sewerage services in Zbrosławice".
The subject of the contract is the "Delivery and commissioning of teleinformatic systems to enable the provision of e-services for the project: Digitalization of water and sewerage services in Zbrosławice".
Within the scope of the specified contract, the Contractor is obliged to supply, implement, configure, commission, and hand over for use a single, coherent Integrated IT System (IIS).
The implemented IIS consists of three interrelated systems:
• Central Settlement and Customer Service System with Electronic Customer Service Office (eBOK),
• Electronic Document Circulation (EOD),
• Financial and Accounting System (ERP) along with e-service modules,
and independently a Payroll and Human Resources system compatible with the IIS, constituting an internal system for implementing the unit's employee settlement policy.
The contract also includes:
- integration of the IIS with the Ordering Party’s Sector Systems specified in annex no. 5 to the Terms of Reference (IIS must be designed and implemented fully ready for this integration),
- granting a non-exclusive, perpetual license to use the software without time limits, on all fields of use necessary for the Ordering Party to use it and as required by applicable copyright laws,
- conducting training on system operation and administration for System Users and System Administrators, as well as providing complete documentation,
- providing a database appropriate to the contract at least for the duration of the implementation and contract. A detailed description of the subject of the contract (hereinafter SOPZ) is contained in Annex No. 5 to the Terms of Reference.
The contract value exceeds the EU thresholds defined based on Article 3 of the Act of 11 September 2019 - Public Procurement Law (Journal of Laws of 2026, item 793), hereinafter the "PPL Act". The procedure is conducted as an open tender referred to in Article 132 of the PPL Act. The Ordering Party has foreseen applying the procedure referred to in Article 139, paragraph 1 of the PPL Act - the so-called "reversed" procedure.
