Description:
The project focuses on acquiring and implementing IT equipment, software solutions, and digital infrastructure for C.F. Craiova Clinical Hospital to enhance medical operations, streamline administrative processes, and improve patient services through a secure and modern information system.

The present project aims at the procurement, delivery, installation, and commissioning of IT equipment, software solutions, and digital infrastructure necessary for the C.F. Craiova Clinical Hospital, in order to implement a modern and secure information system. This procurement is essential for increasing the efficiency of medical operations, optimizing administrative flows, and improving the services offered to patients.
The contract is structured into 4 lots, each having distinct technical specifications, which contribute to achieving the objectives set out in the Funding Request.
Structure:
Lot 1 – IT Equipment
The objective of this lot is to modernize the hardware infrastructure through the acquisition and implementation of high-performance IT equipment necessary for the operational functioning of the hospital's integrated information system.

🔹 Estimated value of lot: 2,964,261.48 lei (excluding VAT)
Lot 2 – Hospital Management Information System
The purpose of this lot is to procure and implement an integrated information system for the management of the hospital, aimed at digitalizing and streamlining medical, administrative, and financial activities.
Benefits:

• Automation of reporting to authorities and reduction of administrative errors.

Lot 3 – Website
The objective of this lot is to provide a modern and interactive website, aimed at efficient communication with patients, medical staff, and partner institutions.

• Increased transparency and patient access to information.
• Facilitation of appointment scheduling and reduction of crowding at counters.
• Better communication between the hospital and the community it serves.

Lot 4 – Application – Network and Information Systems Security
The purpose of this lot is to improve the cyber safety and protection of the hospital's information system through an integrated IT asset management solution, vulnerability monitoring, and security of patient data. This platform will ensure protection against cyberattacks, offering efficient management of equipment and IT & C support activities.
Benefits:
• Advanced protection against cyberattacks – proactive identification and prevention of IT threats through constant monitoring and centralized security management.
• Efficient management of IT & C assets – automatic inventory and management of hospital equipment on a unified platform, eliminating the risk of loss of control over the IT infrastructure.
• Compliance with legal requirements and security standards – compliance with the General Data Protection Regulation (GDPR) and Law no. 362/2018 regarding the security of networks and information systems.
• Ensuring operational continuity of the IT system – minimizing downtime risks through efficient vulnerability management and proactive security measures.
• Cost reduction and resource optimization – automation of security management processes and prevention of major incidents, reducing expenses generated by cyberattacks or data losses.
🔹 Estimated value of lot: 135,822.50 lei (excluding VAT)
The number of days by which clarifications may be requested is 15 calendar days before the deadline for submission of offers.
The contracting authority will respond clearly and completely to all clarification requests, at least 10 calendar days before the submission deadline, in accordance with Article 161 of Law no. 98/2016.


LOT-0001
Lot 1: IT Equipment.
Lot 1 involves the acquisition, delivery, installation, and commissioning of essential IT equipment for modernizing the digital infrastructure of the C.F. Craiova Clinical Hospital. The main purpose of this lot is to ensure a high-performing, secure, and scalable IT infrastructure capable of supporting the digitalization of medical and administrative processes.
Main component of the lot
The lot includes hardware and software IT equipment, essential for ensuring a modern and safe digital environment within the hospital, allowing seamless and uninterrupted operation of the integrated information system. The equipment will contribute to the efficient management of data flow, protection of medical information, and optimization of administrative activities.
Equipment included in the procurement
The lot includes, but is not limited to:
• Servers and storage units for managing the hospital's data and supporting the information system.
• Workstations and office equipment, including All-in-One computers, multifunction printers, and document scanners.
• Patient identification equipment, such as health card readers and wristband printers.
• Security and network solutions, including firewalls, UPSs, and NAS for data protection and business continuity.
• Software licenses
Additional operations included
For optimal implementation and efficient use of the equipment, the contractor will need to provide the following services:
• Installation and commissioning of all IT components for a fully functional system, including configuration within the hospital's existing network.
• Warranty for a minimum of 2 years for hardware equipment
• Maintenance and technical support for a minimum period of 2 years / or until the expiration of the extended warranty assumed by the designated winning economic operator, to ensure the optimal functioning of the IT infrastructure.
• User training for designated personnel, to ensure the correct use of the equipment and related applications.
Maximum delivery time: 2 months, from the date of sending the firm order / delivery commencement order, respecting the project's implementation deadline, which is 30.09.2025.
In the event that the Ministry of Health issues a directive regarding the extension of the funding deadline, the duration may be adjusted accordingly, to fit within this modification, without exceeding the total period of 2 months from the date of sending the firm order / delivery commencement order.


LOT-0002
Lot 2: Hospital Management Information System.
Lot 2 aims at the acquisition and implementation of complementary software solutions for the integrated Hospital Information System (HIS), already implemented and used within the C.F. Craiova Hospital, aimed at digitalizing and streamlining the medical, administrative, and financial activities of the C.F. Craiova Clinical Hospital. The main purpose of this lot is to create a coherent and secure digital environment that enhances the quality of medical services and optimizes internal processes of the hospital.

The lot includes a suite of complementary solutions to the already utilized integrated hospital information system.
Additional operations included
To ensure an efficient implementation and optimal use of the proposed solutions, the provider will also deliver the following services associated with the offered solutions:
• installation – installing the solutions on available infrastructure; installation services must be completed at the time of implementation;
• implementation and configuration – parameterizing and configuring the IT solutions according to the requirements and needs of the contracting authority; implementation and configuration services must be carried out at the time of implementation;
• training of technical staff serving as administrators – training of the Technical staff of the beneficiary for the efficient management of the solutions. The level of training will be evaluated through a knowledge assessment test. Following the acquisition of necessary knowledge and passing the assessment test, the provider will issue certificates of recognition of skills and knowledge to the beneficiary's technical staff. The training services for the technical staff serving as administrators must be carried out at the time of implementation of the solutions or later, at the request of the beneficiary, during the warranty period offered;
• training of user-role personnel – training of the beneficiary's technical staff for the effective use of the solutions. The level of training will be evaluated through a knowledge assessment test. Following the acquisition of necessary knowledge and passing the assessment test, the provider will issue recognition certificates for the skills and knowledge acquired to the technical personnel of the beneficiary. The training services for the technical staff serving as users must be carried out at the time of implementation of the solutions or later, upon the beneficiary's request, during the warranty period offered;
• technical support – providing technical assistance for the administration and use of the solutions whenever necessary during the warranty period; technical support services should be provided upon request by the beneficiary, throughout the warranty period offered;
• preventive maintenance – performing activities aimed at ensuring the proper and uninterrupted functioning of the solutions; preventive maintenance services must be provided at the request of the beneficiary or at the initiative of the provider, throughout the warranty period offered;
• corrective maintenance - performing activities aimed at eliminating any issues that arise in the functioning of the solutions or activities to optimize them; corrective maintenance services must be provided at the request of the beneficiary or at the initiative of the provider, throughout the warranty period offered;
• legislative updates -- adapting the solutions as a result of legislative changes, whenever necessary within the warranty period; legislative update services must be provided at the request of the beneficiary, throughout the warranty period offered.

All software solutions provided will benefit from warranty, maintenance, and technical support for a period of at least 60 months from the date of signing the final acceptance protocols. The warranty must cover all costs resulting from defect remediation during the warranty period, including but not limited to:
• diagnosis of defects, including personnel costs;
• repair of all defective functionalities;
• testing to ensure proper functioning;
• reinstatement in the event of incidents.
Maximum delivery time: 4 months, from the date of sending the firm order / starting delivery order, with respect to the project's implementation deadline, which is 30.09.2025.
The delivery time assumed by the offer, respectively contract, cannot be adjusted, taking into consideration the provisions of articles 221–222 of Law no. 98/2016.


LOT-0003
Lot 3: Website.
Lot 3 includes the provision and implementation of a website optimized for accessibility, security, and performance, aimed at improving patient access to information and medical services.
The provision and implementation of a modern web platform for the hospital, integrated with existing IT systems, is requested.
Maximum delivery time: 4 months, from the date of sending the firm order / beginning of delivery order, respecting the project's implementation deadline, which is 30.09.2025.
The delivery time assumed by the offer, respectively contract, cannot be adjusted, taking into consideration the provisions of articles 221–222 of Law no. 98/2016.


LOT-0004
Lot 4: Network and information systems security.
The purpose of lot no. 4 is to improve the cybersecurity and protection of the hospital's information system through an integrated solution for IT asset management, vulnerability monitoring, and securing patient data. This platform will ensure protection against cyberattacks, providing efficient management of equipment and IT&C support activities.
Included elements:
• Software solution for IT asset and network management – allows for automatic inventory of network equipment, ensuring access to information regarding equipment location, hardware configuration, operating systems, operating system users, installed software programs on the equipment, and shared directories. The solution will allow defining the network architecture sketch, generating equipment sheets, and managing technical interventions on equipment.
• Cybersecurity monitoring and protection – identifying and recording security vulnerabilities according to CVE standards, classifying, investigating, and providing recommendations for their resolution.
• Management of requests received by the hospital’s IT Office from users of the IT system – the system will allow the recording of requests and the requester, grouping requests by urgency level, notifying technical support upon exceeding the resolution deadline, and the method for closing the request.
• Technical support and maintenance – installation and configuration services for the application, training users from the hospital's IT Office, remote technical assistance, periodic checks of the application's functionality, and troubleshooting identified issues.
• Automated backup and data encryption – creating a plan for automatic backup of the application and periodic verification of the backup and its integrity. The system will allow encrypted saving of sensitive data, such as access passwords.
Included operations:
To ensure efficient implementation and optimal use of the software solution, the provider will perform the following services:
• Implementation and configuration of the software solution – installation of the platform, integration with existing IT systems, and customization of settings according to the hospital's requirements.
• Testing and validation of the platform – checking functionalities, security levels, and application compatibility with the IT infrastructure.
• Training of IT staff – training sessions for platform administrators and users on IT asset management, security monitoring, and using application functionalities.
• Initial audit of the IT infrastructure – assessing existing systems to identify vulnerabilities and provide recommendations for resolving them.
• Maintenance and security updates – periodic checks, applying critical updates, and optimizing the platform's performance.
• Technical support – providing technical support and free updates for a period of at least 5 years.
Anticipated benefits:
• Advanced protection against cyberattacks – proactive identification and prevention of cyber threats through constant monitoring and centralized security management.
• Efficient management of IT&C assets – automatic inventory and management of hospital equipment within a unified platform, eliminating the risk of lack of control over IT infrastructure.
• Compliance with legal requirements and security standards – compliance with the General Data Protection Regulation (GDPR) and Law no. 362/2018 on the security of networks and information systems.
• Ensuring operational continuity of the IT system – minimizing downtime risks through effective vulnerability management and proactive implementation of security measures.
• Cost reduction and resource optimization – automating security management processes and preventing major incidents, reducing expenses caused by cyberattacks or data losses.
By implementing this lot, the hospital will be able to centrally and efficiently manage cybersecurity, enhancing patient data protection and ensuring optimal functioning of IT infrastructure in the long term.
The maximum delivery term: 4 months from the date of sending the firm order/start order for delivery, observing the deadline for project implementation, namely 30.09.2025.
In case the Ministry of Health issues an instruction regarding the extension of the funding period, the duration may be adjusted accordingly to fit this modification, without exceeding the total period of 4 months from the date of sending the firm order/start order for delivery.
