Description:
The project involves constructing garage-workshop facilities for municipal buses and installing a photovoltaic system with energy storage and charging stations at the Miechów Railway Station as part of a low-emission urban transport initiative.

1. The subject of the order is the execution of the task: Construction of infrastructure as part of the project "Low-Emission Urban Transport System with the Expansion of the P&R Parking Lot at the Miechów Railway Station" divided into tasks:
1) Task 1. Construction of garage-workshop facilities for municipal buses.
2) Task 2. Purchase of a PV installation on a carport structure with an energy storage system and management system as part of the garage-workshop facilities for municipal buses and purchase of charging stations for buses - 2 pcs.
2. The investment is carried out as part of the project "Low-Emission Urban Transport System with the Expansion of the P&R Parking Lot at the Miechów Railway Station."
3. The task is co-financed by the Małopolskie Voivodeship under Project FEMP.03.02-IZ.00-0233/24, Program: European Funds for Małopolska 2021-2027, Recruitment No. FEMP.03.02-IZ.00-034/24, Priority FEMP.03 European Funds for Urban Transport, Action: FEMP.03.02 Urban Transport, Project Type: A. Urban Transport, European Regional Development Fund.
4. The ordering party informs that if during the preparation of the project documentation for the task there is a need to specify/expand the name of the task, the name should always include "Low-Emission Urban Transport System with the Expansion of the P&R Parking Lot at the Miechów Railway Station."
5. The investment is carried out on plots no. 1442/2, 1441/2, 1437/2, 1436/3, 1444/1, 1430/1, 1430/3 ul. Racławicka, district Miechów, commune Miechów in the Małopolskie Voivodeship.
6. The subject of the order is divided into 2 parts:
1) Part 1 - Task 1. Construction of garage-workshop facilities for municipal buses.
2) Part 2 - Task 2. Purchase of a PV installation on a carport structure with an energy storage system and management system as part of the garage-workshop facilities for municipal buses and purchase of charging stations for buses - 2 pcs.

Task 1
Task 1. Construction of garage-workshop facilities for municipal buses..
1) Part 1 - Task 1. Construction of garage-workshop facilities for municipal buses.
a) The subject of the order is a comprehensive implementation of the task in the form of "design and build" for the garage-workshop facilities for municipal buses, in accordance with the SWZ and attachments to the SWZ, including the Functional-Utilitarian Program (PFU).
b) The scope of the subject of the order includes:
1. Preparation of complete project documentation necessary for the proper execution of the task divided into branches and technical specifications for the performance and acceptance of works, investor cost estimates, and quantity take-offs. Obtaining necessary final decisions for implementation, including building permits or notifications, opinions, expert assessments, and permits, as well as guidelines along with conducting author supervision and carrying out all necessary acceptances and obtaining a decision on the occupancy of the facility/conducting a notification of completion of works (if required).
2. Execution of construction works based on project documentation, building permits or notifications, and SWZ, contracts and in accordance with applicable regulations and technical knowledge principles.
c) In addition, regarding the performance of construction works, the scope of the task includes:
1. Ensuring full geodetic service during the execution of the order and performing post-execution geodetic inventory of the task.
2. Ensuring by the contractor that the construction is supervised and guided by persons having the required permits in the respective branches.
3. Providing a complete set of documents from the contractor necessary to notify the commencement of construction to the building supervision authority.
4. Handing over the subject of the contract to the Ordering Party according to the rules specified in the Agreement.
5. Exercising authorship supervision throughout the entire implementation period of the order.
6. Developing, assembling and delivering the as-built documentation to the Ordering Party in the form of an operation.
7. During the execution of the works, performing all necessary tests, checks, obtaining all necessary protocols, decisions necessary for the acceptance of the facility and providing training for the Ordering Party's personnel on building operations.
d) The scope of work and the contractor's responsibility under the order and the bid price also covers:
1. Organization and management of the construction site including fencing, barriers, etc.
2. Bearing any costs of disconnections and reconnections of electricity, water usage costs, and energy during the execution period, charges for road occupation.
3. In the event of destruction or damage to the works, their parts or equipment during execution - to repair them and bring them back to the original state.
4. Conducting tests, inspections and start-ups, as well as making excavations in case works that are obscured or hidden were not reported for acceptance.
5. Ensuring supervision, as well as the proper conditions for safety and hygiene at work.
6. Keeping the construction site free from traffic obstacles and ongoing removal of unnecessary materials, waste, and debris.
7. Marking, securing, and lighting conflict areas.
8. After completion of the works, restoring the construction site to its original state, dismantling temporary facilities, and tidying up the area.
9. Notifying the relevant authorities/institutions/offices about the ongoing works in relation to the conditions/agreements received regarding the project documentation.
10. Coordinating works with the land user, i.e. the Water and Sewage Company Sp. z o.o. in Miechów.
e) The detailed scope of the task, including project documentation, implementation based on it, and general functional-utilitarian properties is described in the SWZ, Functional-Utilitarian Program, and the provisions of the model agreement.
f) The service-workshop building is to be used for garage and repair of bus vehicles. One of the stations is equipped with an inspection pit for the current maintenance of vehicles. The expected maximum number of people in the building: 2 - 3 employees.
Social, sanitary rooms, and changing rooms are located in the existing office building on the investment site.
The building is unheated.
The designed building is a single-nave hall - a garage building with a rectangular base, covered with a single-pitched or gable roof.
Access roads and entries to the hall lead to paved entrances and paths, in conjunction with the existing communication layout on plots 1442/2, 1441/2, 1437/2, 1436/3.
The walls of the building are to be made of a light steel structure with a cladding of sandwich panels with a mineral wool core. The proposed layers on the drawings may be modified after consultation with the Investor. The construction of the building with an insulation layer is permitted.
Characteristic parameters of the building:
- Building area: 364.00 m2
- Length of the building: 26.00 m
- Width of the building: 14.00 m
- Height: 5.50 m – 6.0 m
- Number of floors: 1
The garage-workshop facilities must be equipped with an electrical installation. The building must be connected to the existing electrical installation using an internal electrical installation.
The building must be equipped with all necessary electrical installations (sockets, switches) along with LED and emergency lighting.
The scope of the order also includes carrying out necessary land development (access roads, drives).
9. The detailed scope of the task, including project documentation, execution based on it, and general functional-utilitarian properties is described by:
1) this SWZ,
2) attachment no. 7.1 to SWZ - Functional-Utilitarian Program - part 1,
3) attachment no. 7.2 to SWZ - Functional-Utilitarian Program - part 2.

2) Part 2 - Task 2. Purchase of a PV installation on a carport structure with an energy storage system and management system as part of the garage-workshop facilities for municipal buses and purchase of charging stations for buses - 2 pcs.
a) The subject of the order is a comprehensive implementation of the task in the form of "design and build" meaning the preparation of project documentation for the execution of the entire task, obtaining necessary permits, delivery, and installation of photovoltaic installations along with energy storage systems in accordance with the SWZ and attachments to the SWZ, including the Functional-Utilitarian Program (PFU).
b) The scope of task execution in terms of project documentation includes in particular:
1. Preparation of complete executive and as-built documentation in all required branches regarding the installation of systems carried out as part of the task,
2. Performing necessary assessments (e.g. checking roof load capacity, feasibility of ground installation, the possibility of connection to the existing installation and other requirements by building law and applicable regulations,
3. Obtaining all legal permits, notifications, obtaining new connection conditions, or other required by current legal conditions,
4. Filling, supplementing, and submitting to the local operator a complete set of documents to connect the User to the network as a Prosumer, which will be confirmed by an operator's statement about correctly submitted an application for the given location to the energy company, and as an energy seller in the case of installations exceeding the statutory size according to the Renewable Energy Sources Act.
5. Executing quantity take-offs and investor cost estimates for respective branches in a technological layout. The Ordering Party specifies that cost estimates should be made according to the division below, considering project implementation conditions:
i. Construction of a photovoltaic installation with energy storage;
ii. Construction of a charging point with a dual charger.
c) The scope of construction works and assembly work includes:
1. Assembly of the structure for PV modules for roof-mounted, façade-mounted, ballast, ground, and carport installations.
2. Assembly of PV modules on the structure,
3. Assembly of carports along with the foundation and construction works,
4. Assembly of electric charging stations
5. Assembly of a DC distribution board securing the direct current side and an AC distribution board securing the alternating current side,
6. Laying of cable routes and cables from PV modules to the DC electric distribution board with appropriate thickness differentiation,
7. Modernization of the electric distribution board, including the installation of safety devices,
8. Assembly of PV inverters,
9. Assembly of energy storage units,
10. Assembly of electric vehicle charging stations,
11. Assembly of the automation and monitoring system,
12. Assembly of the energy management system,
13. Assembly of optimizers, if required,
14. Connecting PV module inverters to the investor's power supply system,
15. Performing tests and electrical measurements of the installation verifying the correct operation of the equipment,
16. Providing independent grounding of the PV installation,
17. Performing lightning protection installation if required,
18. Executing all works necessary for installations above 6.5 kW according to fire protection requirements and the applicable Renewable Energy Sources Act,
19. Starting up the system and adjustments,
20. Training on the operation of the installed system,
21. Configuration of the monitoring system application,
22. Performing appropriate tests and measurements and preparing protocols,
23. Executing necessary installation openings to introduce devices,
24. Bricklaying of installation openings after introducing devices,
25. Executing conduits where cable routes cross walls, roofs, or other obstacles,
26. Sealing the conduits,
27. Executing works aimed at restoring the facilities to their original state,
28. Achieving all necessary notifications/permits to allow the facility to be put into use.
29. The scope of the order also includes carrying out necessary land development (access roads, drives).
30. The Ordering Party informs that as part of the investment, it is necessary to design and install a battery charging system using plug-in external chargers allowing simultaneous charging of 2 buses. The chargers (2 stations with one charging point each) will be compatible with the battery capacity of electric buses (The Ordering Party informs that by compatible chargers, it understands chargers suitable for electric motors - engines with a power of min. 220 kW.
The Ordering Party informs that it conducts a separate tender procedure for the delivery of buses with which the chargers must be compatible - Electric drive - engine with a power of min. 220 kW assuming that a solution will be applied that allows optimal consumption of electricity in such a way that it does not negatively affect the range covered by the vehicle (i.e. shuttle line.) Each bus, during the day, has 18-36 runs with a route length of 8-16 km, depending on the route. Lithium-ion, lithium-iron-phosphate, lithium-titanate batteries, or supercapacitors. Dual-function chargers will also allow for "top up" of buses during the day. The chargers will be equipped with software for monitoring the operation of the charger. The chargers will be installed in the area built as part of the project for the garage-workshop facilities for municipal buses.
