Description:
Implementation of an intelligent water infrastructure monitoring and management system in Rusiec Municipality, including advanced metering, a SCADA management system, a GIS for data management, a mathematical model for network optimization, and installation of drinking fountains in schools.

Delivery and installation of an intelligent water infrastructure monitoring and management system, including:
1. Water network monitoring system involving equipping water connections in residential buildings, business premises, public utility buildings, and water stations with intelligent measuring devices with communication modules enabling comprehensive network analysis. System components include:
a) single-jet or ultrasonic water meter equipped with a radio module for remote reading, DN15 – 100 pieces;
b) single-jet or ultrasonic water meter equipped with a radio module for remote reading, DN20 - 1628 pieces;
c) ultrasonic water meter equipped with a radio module for remote reading DN25 – 5 pieces;
d) ultrasonic water meter equipped with a radio module for remote reading DN40 – 5 pieces;
e) software for data reading and management (mobile application and management platform) with a reading set (smartphone, scanner, antennas, head);
2. SCADA-type intelligent water network management system involving metering key network sections and significant points such as water intakes, which will lead to optimization of water transmission and rapid detection of areas of excessive consumption and potential failure points, network efficiency, faster problem resolution, and ensuring appropriate pressure and quality. The intelligent water network management system includes:
a) screw water meter DN100 with GSM recorder – 4 pieces;
b) telemetry set – 13 sets;
c) monitoring system;
3. Geographic Information System (GIS) enabling centralized management of data concerning the water network, allowing for efficient water resource management, record-keeping, tracking changes, planning maintenance, and quick visualization and localization of network facilities and events, significantly increasing accessibility and knowledge of water infrastructure. The GIS system as an organized environment will include server software with multi-station access (desktop) via web browser (www) with a central database for entering, collecting, processing, and visualizing spatial and descriptive data enabling centralized management of water network data, such as pipe locations, technical parameters, repair histories, or water quality data;
4. Mathematical model of the water distribution system as a virtual network representation will allow use of acquired data in decision-making regarding, for example, network expansion or modernization, which in turn will optimize network working conditions and generate savings, e.g., through reducing water production costs. Having information about the water supply system operation is the basis for correct, effective, and balanced water management in the municipality. The model is based on a network graph maintained on the basis of the spatial database in the GIS system. Thanks to the analytical tools built into the GIS system used to build the model, it will be possible, for example: to support analysis of network operation under water withdrawal conditions for fire protection purposes (fire simulation); simulate how the network will behave after connecting a new consumer based on their consumption; simulate network status after closing a network fragment during failure (according to areas indicated by valve analysis); estimate the age of water in the network. The mathematical model is part of the GIS system, not a separate system;
5. Delivery and installation of devices providing access to drinking water directly from the tap in two schools located in the Rusiec municipality, so-called drinking fountains. Devices will be equipped with filters and water meters, allowing monitoring of water consumption. Devices providing access to drinking water should be integrated into the water supply system of the buildings where they will be installed. These devices will provide filtered water of quality compliant with current standards, equipped with filters and water meters to monitor water usage. Specification: housing material: stainless steel, carbon filter, capability of monitoring and real-time recording of water consumption.
