1. The subject of the contract is the delivery, assembly, execution, and commissioning of photovoltaic micro-installations along with energy storage for 18 public utility facilities in Suwałki.
2. The scope of the order includes:
1) development by a qualified person (designer) of a separate technical opinion for each facility regarding the assessment of roof load capacity;
2) preparation of necessary documents and application to the Network Operator (PGE) for connection conditions;
3) preparation of the energy storage notification in accordance with the Building Law; for a storage above 30kWh, a construction work notification is required;
4) consultation for the photovoltaic installation along with energy storage and fire alarm switch by a fire protection expert;
5) installation of telemechanics for the photovoltaic system in accordance with the received connection conditions from the DSO;
6) installation according to the OPZ and conditions based on the existing conceptual design;
7) integration of the micro-installation with the fire protection system in the facility;
8) integration of the completed installation with existing PV installations in 8 facilities;
9) agreement and installation of the fire switch;
10) conduct connection procedure;
11) conduct measurements;
12) conduct technical acceptance;
13) commissioning of the installation and training of users;
14) develop as-built documentation;
15) execution and installation of an information board in each facility (the design and content of the boards and their placement must be agreed upon with the Contracting Authority);
16) conducting annual technical inspections of the installation for a period of 5 years.
3. A detailed description of the subject of the contract is specified in attachment no. 1 – detailed description of the subject of the contract and bills of quantities. The conceptual design of the installation is solely an auxiliary document, with the decisive importance being the “Detailed description of the subject of the contract” with defined minimum technical conditions.
4. The implementation of the contract must comply with EU regulations on energy efficiency and the principles of green public procurement.
5. All works must be carried out in accordance with technical documentation and applicable technical conditions and regulations.
6. The contractor is obliged to provide the necessary personnel with appropriate building authorizations, allowing for the execution of branch works necessary for the proper implementation of the task. The above personnel must be approved by the Contracting Authority.
7. According to Article 99 item 5 of the law, the subject of the contract can be described by indicating trademarks, patents, or origin, source, or specific process that characterizes products or services provided by a specific contractor, if the contracting authority cannot describe the subject of the contract in a sufficiently precise and comprehensible manner, and such indication is accompanied by the words
