Description:
The project involves designing, delivering, installing, and commissioning 38 energy storage systems for residential properties in Wojnicz Municipality to store electricity generated by existing photovoltaic installations.

The subject of the order is the design, delivery, installation, and commissioning of 38 installations of electrical energy storage systems for 38 residential properties in the Wojnicz Municipality, previously equipped with RES installations (photovoltaic installations). The owners of these properties are residents of the Wojnicz Municipality, not engaged in business activities within them. The aim of the order is to ensure the accumulation (storage) of electrical energy produced by the currently existing RES installations in energy storage systems. The execution of the order is intended to enable the Ordering Party to achieve the Project result indicator: Amount of energy stored in the energy storage system (amount of energy delivered to the storage) - 76.118 MWh/year. To execute the order, the Contractor will use brand new electrical energy storage systems that meet the requirements specified in the table in point 6.1.2.2 of the Functional and Utility Program (hereinafter referred to as “PFU”), ensuring the possibility of implementing a dedicated information system, described below in point 10. The list of properties where the installation of energy storage systems is to be carried out is included in Table No. 2 of the PFU, which is an appendix to the SWZ. Based on the principles set out in the draft Agreement concluded with the Contractor (Appendix No. 2 to the SWZ), changes may occur in the location of residential properties where the installation of energy storage systems is to be carried out. The Contractor may delegate part of the order to a Subcontractor. In such a case, the Ordering Party requires the Contractor to indicate in the offer the parts of the order that it intends to delegate to Subcontractors and to provide the names of potential Subcontractors, if they are already known. According to the PFU, the installations of energy storage systems will have a capacity of no less than 6 kWh (12 units) and a capacity of no less than 10 kWh (26 units). This indicated capacity of electrical energy storage systems is tailored to the electricity production in existing RES devices. The Ordering Party requires that the 12 units of delivered electrical energy storage systems with a capacity of no less than 6 kWh come from the same manufacturer and be of the same model. The Ordering Party also requires that the 26 units of delivered electrical energy storage systems with a capacity of no less than 10 kWh come from the same manufacturer and be of the same model. The aim of this provision is to limit operational costs and administrative burdens associated with the operation of the subject of the order. The Ordering Party indicates that, based on agreements concluded with residents, it has obtained their consent to carry out actions related to the design, delivery, installation, and commissioning of electrical energy storage systems necessary for achieving the objectives of the Project. The description of the subject of the order is defined by the PFU. The scope of the subject of the order includes: a) the development of complete design documentation necessary for the delivery, installation, and commissioning of electrical energy storage systems. The design documentation prepared by the Contractor must envisage such a scope of work to ensure that, in accordance with applicable legal provisions and technical knowledge principles, it is possible to: execute the delivery and installation of electrical energy storage systems on each of the properties, connect them to the existing photovoltaic installation, commission the electrical energy storage systems, and ensure their correct and safe operation and exploitation in conjunction with the existing photovoltaic installation. The design documentation must take into account the properties of each of the residential buildings listed in Table No. 2 of the PFU. In accordance with the model Agreement, the development of the design documentation and its submission to the Ordering Party for acceptance must occur no later than 28 February 2026. Before starting the development of the design documentation, the Contractor is obliged to: - carry out, at its own expense, an inventory of the properties to which the electrical energy storage systems are to serve and carry out all necessary research, analyses, and expert opinions in accordance with applicable legal provisions, necessary for the correct execution of the order, - conduct an analysis of the most effective location of energy storage systems ensuring their correct and safe operation, - agree with the user of the electrical energy storage system on its location - compliant with the applicable regulations and standards that enable the servicing and maintenance of the installation. 10) The Contractor is obliged to implement an information system for the supplied electrical energy storage systems. The information system must provide the ability to monitor, analyze, visualize, optimize, control, and track the performance of the installed energy storage system installations. The aim of implementing the information system is to enable the increase of energy efficiency and cost savings for the users of these installations. 11) A detailed description of the subject of the order is provided in the PFU, which is Appendix No. 1 to the SWZ and the Draft contractual provisions - Appendix No. 2 to the SWZ. 12) The Ordering Party indicates that the Contractor – in preparing the design documentation and executing the subject of the order – should consider the requirements referred to in Article 100 paragraph 1 of the Public Procurement Law. 13) The Contractor is obliged, when executing the order, to take into account the minimum requirements needed to ensure accessibility for persons with special needs, as referred to in the provisions of the Act of 19 July 2019 on ensuring accessibility for persons with special needs (Journal of Laws of 2024, item 1411).
