The HUS Group (HUS) is establishing a dynamic supplier register for procuring consulting and procurement services for public procurements. The procurement will encompass the planning and execution of public tendering processes in accordance with the Procurement Act (1397/2016) from the preparation phase to the signing of contracts. Additionally, the procurement unit may procure training services related to procurement law and public procurement operations, as well as investigation, development, and advisory services as needed. The procurements will be organized as a so-called dynamic supplier register, within which various procurements are divided into 7 different categories.
The dynamic supplier register is divided into 7 categories as follows:
1. Anesthesia and Intensive Care (Ane-Teho)
2. Surgery, Internal Medicine, and Cardiology (Kir-Sis)
3. Primary Health Care (PTH)
4. Laboratory and Radiation Technology and Imaging (Diagnostics)
5. Social and Health Services Procurements and Service Procurements (Services)
6. ICT Procurements (ICT)
7. Strategic Procurements
The categories and the services to be procured are described in more detail later in this document and in Annex 1: Service Description.
Providers operating in the field can submit applications for one or more categories 1-7 as follows:
- Categories 1-6: An application can be submitted for one or more categories. The same expert (designated person) can, however, be offered for a maximum of three (3) different categories among these categories 1-6.
- Category 7: The same experts (designated persons) can be offered for category 7 as for categories 1-6. Category 7 does not affect the assigned expert limitation, meaning it is not counted towards the maximum number of designated experts in categories 1-6.
Timelines for the dynamic supplier register:
• The first application period ends on January 8, 2026, processing time January 9, 2026 - February 9, 2026, contract period (Categories 1-6) March 1, 2026 - February 29, 2028
• The second application period and updates January 15, 2027 - December 15, 2027, processing time December 16, 2027 - January 31, 2028, contract period (Categories 1-6) March 1, 2028 - February 28, 2030
• The third application period and updates November 15, 2029 - December 14, 2029, processing time December 17, 2029 - January 31, 2030, contract period (Categories 1-6) March 1, 2030 - February 28, 2032
The contract period for category 7 is valid until February 28, 2032.
The dynamic supplier register will be active until February 28, 2032. However, the procurement unit can decide to terminate the supplier register's validity at any time, but can also extend its validity with a new procurement notice.
New applications and updates to previous applications must be submitted within the timeframes defined in the electronic tender service. The procurement unit will process the applications and updates received during the application period according to the schedule presented.

Category 1 Anesthesia and Intensive Care.

This category includes tendering and consulting services for HUS procurements that are particularly demanding or complex, requiring special expertise in legislation, contracts, contractual arrangements, and procurement models, necessitating specific legal assessments and investigations, or significantly more demanding and extensive planning at some phase of the procurement process.
