Description:
The framework agreement seeks suppliers for nano, micro, and mini drones under 150 kilograms, along with associated services such as training and spare parts, specifically for defense and security purposes.

It is specified that the deadline for submission of bids is 27/04/2026 at 10:00 (Paris time). Those listed in section 5.1.10 are in UTC format. This is a defense and security contract. The framework agreement aims to supply nano, micro and mini drones, as well as the provision of associated services. The drones must weigh less than 150 kilograms. They may be intended for short-range reconnaissance operations (less than 50 km), drop or logistics operations with a carrying capacity of up to 20 kilograms. The main services to be performed include: - The supply of ready-to-use drone systems; - The supply of spare parts; - Documentary supplies in digital format; - Training services. The estimated amount listed in section 2.1.3 corresponds to a global estimate for the framework agreement project, without commitment from the State. Additionally, regarding section 5.1.11: This is a multi-award framework agreement for subsequent contracts. Candidates must specify whether they are applying alone or as part of a group. It is prohibited for candidates to submit multiple applications by acting both: 1. as individual candidates and as members of one or more groups; 2. as members of multiple groups. The form of the group is not imposed. However, if the candidate applies as a joint group, the lead member will be jointly liable for the execution of the contract, along with each group member for their contractual obligations to the buyer. The composition of the groups may be modified, and it is possible to form new groups between the submission of applications and the submission of initial offers, provided that all members of the new group, presented at the offer stage, were authorized at the application stage to submit an offer or to participate, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements regarding candidate capacities. Furthermore, the provisions of articles R2142-23 and R2342-14 of the public procurement code apply. Signature of documents: The documents contained in the application file that require a signature must be signed by a person authorized to bind the company (indicating the name, surname, and position of the signatory, along with the company seal). If the signatory does not appear in public information via the SIREN number or equivalent document for candidates established abroad, any document certifying the signatory's authority to bind the company must be provided. Regarding electronic files, a signed zip file does not constitute a signature for the documents it contains. Each document requiring a signature must be signed electronically and separately by a person authorized to bind the company (see ''Submission procedure referenced in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All group members must opt for the electronic signature format. The provision of all elements/documents listed in sections 2.1.6 and 5.1.7 is crucial, otherwise the application of the economic operator will be rejected. If a candidate or a group participates in all lots, only one application file will be provided supplying the expected technical elements for each of the lots. Documents submitted in support of applications in a language other than French must be accompanied by a French translation. Only the French version shall prevail. In accordance with article R 2342-7 of the public procurement code, this procedure is not open to economic operators from third countries to the European Union or to the European Economic Area.
