Procurement Sale Contract regarding "Procurement of Traffic Monitoring Devices, Modernization of Traffic Management Infrastructure" The subject of this public procurement procedure is the development of a traffic monitoring system (vehicle counting, visual detection) and traffic control system at strategically important points of Budapest's road network from a traffic technology perspective, replacing outdated traffic control devices. The central integration for traffic counting detectors and traffic control devices refers to integration into the Offeror's Sitraffic Scala traffic control center, and for traffic monitoring cameras, it means integration into the Offeror's Avigilon Control Center traffic monitoring system. The physical location of these central systems is: 1088 Budapest, Szabó Ervin tér 2. The tasks of the winning Bidder: Establishing vehicle traffic measurement sites: The winning Bidder's task is to install vehicle measurement sites as specified in Appendix 1 of the Technical Description, to ensure continuous operational data communication with the center, and to fully integrate it into the Offeror's traffic control center. The data produced by the field devices must be transmitted directly to the Offeror's central system. Part III.1.1 contains the minimum specifications and installation requirements for Vehicle Measurement Sites, and Part III.1.2 details the requirements for Central integration and performance. According to the referred Appendix 7 in point III.1.1, the site plans for user permissions specify whether it is necessary to replace the relevant traffic control device (replacement of traffic control devices is a Task III.2). If a related control device replacement is necessary, the tasks of III.1 and III.2 must be coordinated. Replacement of traffic control devices and central integration: The winning Bidder's task is to replace traffic control devices at the locations specified in Appendix 2, ensuring continuous operational data communication with the center (along with the complete equipment system at the given location), and to fully integrate into the Offeror's central traffic management system. The data produced by field devices related to traffic control devices must be transmitted directly to the Offeror's central system. Part III.2.1 contains the requirements when replacing traffic control devices, and Part III.2.2 details the requirements for Central integration and performance. Delivery and installation of traffic monitoring cameras: The winning Bidder's task is to develop the traffic monitoring camera system at the locations specified in two subsections of Appendix 3 and to ensure full integration of the installed devices into the Offeror's central traffic monitoring system. As part of the development, we will develop the necessary equipment for the operation of the southern Budapest traffic management plan (locations in Appendix 3.1), as well as the necessary equipment for the operation of the northern Budapest management plan and other X4ITS projects (locations in Appendix 3.2). Part III.3.1 contains the minimum specifications and installation requirements for the installation of Traffic Monitoring Cameras, and Part III.3.2 details the requirements for Central integration and performance. For the delivered devices, the Bidder is required to hold user and operator training at the Offeror's site for the affected personnel (10 people). Any potential user and operational training must cover the following sub-tasks: user and operator training for traffic control central system elements, user and operator training for field system elements as well as the introduction of work and accident safety regulations. The duration of the training must be at least 2 hours for each new equipment type (for 1 new equipment type the minimum duration is 2 hours, for 3 new equipment types it is 3 * 2, that is, 6 hours). The Bidder must coordinate the training content in advance with the Offeror. The Bidder must hold the training before the deadline for performance as per point 6.3. The organization of the training and any potential costs must also be included in the bidding price. Total quantity: 7 pcs (with central data connection) traffic control device replacement; 20 pcs inductive loop detectors (which means automated road traffic measurement sites with loop detection technology, having a central data connection); 1 pcs video detector installation; 81 pcs (with central data connection) traffic monitoring cameras installation (of which 74 pcs are fixed cameras, and 7 pcs are dome cameras). The minimum resolution for the delivered fixed traffic monitoring cameras is: 1920x1080 - 160x120 pixels. The minimum resolution for the delivered dome traffic monitoring cameras is: 1280x720 - 320x180 pixels. A more detailed definition of the subject of the procurement can be found in the Technical Description, which forms part of Volume III (Technical Description). The complete list of equipment affected by the tasks of the Winning Bidder is included in Appendices 1-3 of the Technical Description. The Offeror provides the following data that enables the verification of compliance with the 75% rule according to § 65 (5) of the Kbt., concerning the complete quantitative requirements affected by the reference requirements specified in point M.1 of this announcement: M.1.1. total quantity data for sub-requirement: 7 pcs (with central data connection) traffic control device replacement. M.1.2. total quantity data for sub-requirement: 20 pcs inductive loop detectors (which means automated road traffic measurement sites with loop detection technology, having a central data connection).
