Description:
Engineering services are sought for the major renovation and energy efficiency improvements at the St. St. Cyril and Methodius kindergarten in Veliko Tarnovo, focusing on enhancing energy characteristics, reducing costs, and restoring operational capabilities.

The subject of the public procurement is engineering (design, construction and author supervision) of the project "Major renovation and implementation of energy efficiency measures at the kindergarten "St. St. Cyril and Methodius" in Veliko Tarnovo. This procurement is in implementation of the Program "Construction, extension, upgrading and reconstruction of nurseries, kindergartens and schools" (2024-2026) of the Ministry of Education and Science. The specific objectives of the procurement are: • improving the energy characteristics of the kindergarten "St. St. Cyril and Methodius", reducing energy costs and increasing the comfort of the kindergarten; • achieving a minimum energy consumption class "B" after the implementation of energy-saving measures in the building; • major renovation of the building and the surrounding area to restore its operational capabilities. The public procurement covers the following main activities: Activity 1 – Preparation of an investment project: Preparation of an investment project in the phase of 'technical project', including the necessary details for the execution of the construction, according to the rules and conditions and in accordance with the volume and scope regulated in Ordinance №4 from 21.05.2001 on the scope and content of the investment project, as well as other applicable and current legislation, and the requirements for the development of the investment project set forth in the technical specification, and also the activities representing a condition, consequence or supplement to it, in accordance with the applicable legislation. Activity 2 – Implementation of construction and assembly works (CAM): Implementation of the planned CAM for the introduction of energy efficiency measures and the restoration of the building's operational qualities according to the investment project developed by the contractor, coordinated and approved as required, in the specified types and quantities, as well as all activities outlined in the technical specification, the proposal for the execution of the procurement and the financial proposal. The planned CAM according to the developed investment project must include: • Complete renovation of the roofs of all wings and thermal insulation of the ceiling slabs • Thermal insulation of walls • Thermal insulation of floors • Replacement of windows • Construction of a new heating system with fan convectors for heating and cooling, a new piping network with insulated pipes made of polypropylene or steel on press fittings. Delivery and installation of air-water heat pump for heating and cooling, complete with buffer tank, expansion tank, heat pumps, control panel and monitoring. • Replacement of lighting and electrical installations in the building • Construction of a new plumbing installation and new sanitary equipment for sanitary premises • Renovation of sanitary facilities • Interior renovation of all rooms. The scope of Activity 2 also includes the following activities, which are related to the implementation of the CAM and represent a condition, consequence or supplement to it: • Implementation of the CAM according to the investment project and in accordance with the prescriptions and orders in the Order Book. • Delivery and use in the implementation of the CAM of the necessary and corresponding construction products (construction materials), construction details or elements and their incorporation into the constructions. • Providing, if necessary, land for the needs of construction – for temporary construction, for storage of materials and equipment and other needs, in connection with the implementation of the construction, established with the Safety and Health Plan - only in cases when they will be located outside the adjacent territory of the site. • Performing the necessary tests and laboratory tests to prove the design strength characteristics and others of the construction materials used, when this is required by regulations. • Timely actions and cooperation during the preparation of acts and protocols during the construction and the preparation of executive documentation. • Organizing activities for collecting, transporting, disposing of and utilizing the construction and other waste resulting from the activities, in accordance with the prepared, coordinated and approved WPM and the requirements of Bulgarian legislation. • Elimination of deficiencies identified upon handover of the construction and their acceptance by the Contracting Authority. • Warranty maintenance of the construction, including the removal of identified defects during the warranty periods specified in the public procurement contract. Activity 3 – exercising author supervision during construction until the project is put into operation: The contractor exercises author supervision during construction through the respective designers – individuals entitled to carry out author supervision on the respective parts of the project, according to the Spatial Development Act (ZUT) and its subordinate regulatory acts.
