Description:
The contract aims to accelerate electromobility in North Rhine-Westphalia from 2026 to 2028 by enhancing charging infrastructure, engaging target groups, and promoting public awareness and investment in battery-electric mobility.

The subject of the contract is the further acceleration of the market ramp-up of electromobility in North Rhine-Westphalia in the years 2026 to 2028, with the umbrella brand ElektroMobilität NRW to be continued. The contract serves to continue and further develop activities in the field of battery-electric mobility for passenger cars and light commercial vehicles. The focus will be on establishing the necessary charging infrastructure. This must be advanced at the state level in non-public areas. In particular, the establishment of charging infrastructure in multi-family houses and at employers allows the general public easy access to electric charging options. Furthermore, support is also needed for the establishment of charging points on business premises where there are corresponding absorption potentials. Furthermore, a commitment to comprehensive expansion of public charging infrastructure is necessary. This applies to both fast and normal charging points (SLP, NLP). A focus should be on areas where parking spaces already exist and where people stay for longer periods, e.g. at recreational facilities and when visiting restaurants and retail establishments. Market players should be motivated and enabled to invest in vehicles, infrastructures, technologies, and business models. EU and federal funding made available for this purpose should be increasingly made accessible to actors in North Rhine-Westphalia to significantly stimulate investments in North Rhine-Westphalia. Communication under the umbrella brand ElektroMobilität NRW should continue to represent a clear commitment to electromobility with simple, understandable messages. For example, the economic viability for the respective applications and vehicles should be demonstrated, the future viability and development potential of this technology outlined, and the potential for companies and jobs highlighted.

A framework agreement will be concluded between the contractor (AN) and the client (AG). The performance description (LB) is part of this framework agreement. All services to be performed by the AN based on the framework agreement (RV) and the associated individual calls must be aligned with current professional and political developments. For this purpose, close coordination between AG and AN at the AG's headquarters in Düsseldorf is necessary. In addition, arrangements by telephone or video conference on various topics and activities are planned. The AN is expected to proactively, independently, and service-oriented work on results, as well as possess expertise, careful and effective work practices, creativity, flexibility, and timely completion of work. In particular, the goals described in section 2 of the LB must be taken into account by the AN. Where decisions, approvals, or clearances by the AG are provided for in the RV and/or the individual calls (see conditions under section IV of the LB), the AN must comprehensively present the basis for decision-making to the AG. As far as deadlines are not agreed in the framework agreement and/or the individual calls that need to be prioritized, the basis for decision-making must reach the AG in any case in a timely manner so that a reasonable review and approval period remains. The content of the services to be provided varies depending on the individual call and is directed at a multitude of actors (see also the target groups mentioned in section 2 of the LB). It is essential to bring together various actors and support them in accordance with the AG's objectives.

Goals and Target Groups
Objectives
The specific objectives of the state government in the areas of battery-electric mobility for North Rhine-Westphalia by 2030 are:
- further expansion of public charging points to a total of 11,000 fast charging points (SNL) and 81,000 normal charging points (NLP),
- further expansion of non-public charging points with a focus on charging at multi-family houses and at employers,
- 1.5 million charging points in the private and commercial sector,
- 550,000 charging points for employees.

The service contract being tendered is intended to support the energy and climate protection goals of the state of North Rhine-Westphalia in the mobility area for the years 2026 - 2028, optionally also in 2029. The AN is to make a significant contribution to achieving these goals and to significantly advance the dissemination of battery-electric mobility for passenger cars and light commercial vehicles.

Target groups
Particularly relevant target groups to focus on for the services to be provided by the AN are:
employers, property owners, housing construction companies and cooperatives, municipalities and regional associations, operators of charging infrastructure, municipal utilities/energy supply companies, craftsmen, express parcel service providers (KEP service providers), industry associations, vehicle manufacturers, mobility service providers, and citizens. The involvement of additional stakeholders may be necessary in individual cases (e.g., research institutes, network operators, etc.) and should be weighed according to the thematic development. Whether and which additional actors are involved must be coordinated with the AG.

The following tasks and services are described, which the AN must provide to support the goals of the AG (see section II.2 of the LB) in the field of battery-electric mobility for passenger cars and light commercial vehicles when the AG commissions such services and tasks or parts thereof under an individual call.
The following tasks may be the subject of individual calls:
1. Activation of target groups
The AG wants to promote the dissemination of battery-electric mobility in road-based passenger and freight transport. For this purpose, the AN should specifically address the target groups mentioned in section II. 2 of the LB on the topics of drive change, vehicle procurement, and charging infrastructure. This is done through:
- Specialized information
- Networking of market players:
Possible contents of associated individual orders are:
- Conceptualization, organization, execution, and written documentation of half-day informational events with up to 300 participants each.
- Preparing and giving presentations and actively participating in events of the AG and other organizers to publicize the advantages of alternative drives, funding opportunities, and relevant projects.
- Monitoring new and changed business models as well as supporting the development of improved business models through networking and targeted matching of market actors.
2. Communication, public relations, and image campaigns
For an accelerated ramp-up of e-mobility in North Rhine-Westphalia, targeted, life-related communication with simple and understandable messages is central. Modern communication must also be tailored to today's media consumption habits.
Possible contents of associated individual orders are:
- Conceptualization and planning of communication and public relations under the umbrella brand ElektroMobilität NRW on the topics specified by the AG.
- Conceptualization and implementation of educational and image campaigns.
- Creation of corporate design-compliant and target group-appropriate brochures, guides, and other informational materials, particularly for online publication.
- Editorial and graphical utilization of social media channels. For use on the internet and social media, the AN should create professional short videos. The AN should flank its own posts with advertising measures and subject the social media activities to a success check.
- Management and maintenance of the homepage www.elektromobilitaet.nrw.
The services to be provided by the AN include:
- Content updates
- Technical maintenance
- Security management
- User support
- Reporting: Monthly reporting on measures taken, changes, and the general performance of the homepage.
- Support for search engine optimization (SEO) and the integration of social media channels.
The established graphical guidelines are to be further utilized and adapted as necessary and professionally implemented for publications (website, digital flyers, documents).
3. Consulting and support for the AG
It is important for the AG to be comprehensively informed about market developments and funding opportunities for battery-electric passenger cars and light commercial vehicles in order to initiate further concrete measures for the state of North Rhine-Westphalia (NRW). Therefore, it is the AN's task to monitor activities and (legislative) initiatives at the EU and federal level as well as in other federal states for the AG and to prepare them for the AG’s information. Additionally, the market development of battery-electric vehicles, charging infrastructure, and developments in the automotive industry should be monitored and analyzed, especially the production (manufacturers and suppliers) and demanding companies related to NRW. The AN should also observe the funding landscapes with a view to securing funding from North Rhine-Westphalia and support funding recipients.
Possible contents of associated individual orders are:
- Reporting
- Economic considerations
- Identification of regulatory barriers and submission of proposals for their removal.
- Conceptualization, organization, execution, and brief written documentation of half-day professional workshops to identify barriers and work on solutions for the ramp-up of electromobility with up to 30 participants each
- Processing of information on specific questions
- Preparation of quarterly short reports for the AG
- Participation in professional exchanges at both the federal and state levels as well as at the EU level
- Observations and analysis of the funding landscapes
- Evaluation of and statements on project sketches from potential funding recipients
4. Event management
The AG organizes numerous events, such as professional informational events and workshops, the annual conference
