Preparation of a climate report within the framework planning including professional support of the planning process in the course of the urban development measure "Ostfeld" in Wiesbaden
LOT-0000
Urban Development Measure Wiesbaden-Ostfeld.
Description of the contract
Description:
The City Council of the State Capital Wiesbaden (LHW) resolved on September 17, 2020, to carry out the urban development measure
"Ostfeld" (SEM Ostfeld) according to § 165 of the German Building Code (BauGB) as a statute.
The planning area is located in the east of Wiesbaden, close to the districts of Erbenheim and Mainz-Kastel, covering an area of approximately 450 hectares. The planning goal is to create a balanced mix of affordable housing, working spaces, open and biotope areas. The aim is to develop an innovative and future-proof city district with predominant residential use while also providing sufficient space for commercial enterprises.
On July 15, 2023, the LHW jointly with the Wiesbaden Urban Development Company (SEG) as development agency and trustee of the urban development measure Ostfeld, announced a Europe-wide open two-phase urban and landscape planning ideas competition as a cooperative process. The City Council (STVV) of the LHW confirmed by resolution on July 3, 2025, that the concept awarded first prize by the jury from Studio Wessendorf with DLA Die Landschaftsarchitekten Bittkau-Bartfelder PartGmbB for the "Landscape/Urban Quarter" area forms the basis for the framework planning to be developed for the entire SEM Ostfeld development area.
The next step will be to develop a framework planning based on the winning design for the "Landscape/Urban Quarter" area in an iterative process involving various disciplines. It forms the strategic foundation for the long-term and sustainable development of the new Ostfeld city district. It specifies the urban planning, open space, and functional guidelines based on the adopted development objectives of the LHW and serves as a binding orientation framework for further planning steps.
The framework planning will be developed as an interdisciplinary, iterative process and specifies the winning design of the ideas competition considering the jury’s recommendations, current expert reports, and professional requirements.
The framework planning is developed at a scale of 1:1000. The planning recommendations must be aligned to this scale and prepared for integration into the framework planning. Additionally, overarching conceptual and implementation-related recommendations are to be developed.
Subject of the commissioned service:
The goal of the climate report is to systematically examine, in the course of the framework planning for SEM Ostfeld, the climatic impacts of the new city district regarding the adjacent districts and the landscape area by means of urban climate simulations and to protect climate-sensitive areas. Furthermore, for the framework planning, professional advice and recommendations of strategies and necessary adaptation measures for climate resilience against unavoidable climate impacts regarding protection of future inhabitants to promote a climate-adapted district are required. This mainly includes measures to reduce overheating of public spaces as well as impacts on buildings, climate-effective adaptations and strategies, including shading, evaporation, climate-resilient planting, etc.
Moreover, requirements for stabilizing the local microclimate—including fresh air supply, securing cold air flows, intensive greening, links to blue-green infrastructures, and climate-active open spaces—are to be systematically evaluated and spatial consequences presented with corresponding recommendations for action defined. Through the related professional advice, the framework planning office will have continuous climate expertise at its disposal to ensure that climatic concerns and requirements are appropriately considered during the framework planning.
The results of the climate report serve to develop the necessary climate protection and adaptation measures synergistically together with the urban concretization of the new city district, define strategies for future development, and secure them in appropriate scope and at strategically suitable locations within the city district and adjacent landscape area. They form a central professional basis for further elaboration and spatial concretization of the framework planning and the forthcoming planning steps.
