Description:
The project involves replacing existing charging stations, installing new ones, and managing their operation and maintenance in Wavre.

The concession aims to: ● Firstly, replace 5 existing charging stations with new charging stations, connect them to the electrical distribution network, and commission them; ● Install 32 new charging stations, connect them to the electrical distribution network, and commission them; ● Secondly, operate the Charging Stations, manage, monitor, and maintain the said facilities throughout the concession period. 2. Regarding the number of charging stations and charging points per station, as well as their geographical distribution, these are fixed by the inventory of predefined locations annexed to the technical clauses of this special specifications document, without prejudice to any modifications that may be decided in accordance with point III.14.1. “Modification of the initial location and initial distribution of charging stations.” 3. Concerning the supply of the 37 charging stations to be implemented, they must meet the technical requirements defined in the technical clauses of this special specifications document. 4. Regarding the installation of the 37 charging stations, all necessary services are included, notably: – Obtaining all necessary authorizations for their installation and commissioning, including any parking permits, road permissions, authorizations from the domain manager concerned, permits for urban planning and/or unique permits, connection authorizations to the network by the Distribution Network Manager, etc.; – Carrying out all necessary work for the installation and operation of the charging stations and restoring the concerned domain once the installation is completed. 5. Regarding the operation of the charging stations, all necessary services for this are included, notably and without prejudice to the specifications provided in the technical clauses of this special specifications document: – The permanent provision of a safe charging service at each charging point and its billing; – Real-time information for users on an online platform about the location and availability of the charging stations; – Information on the cost of charging, the state of the charging session, the configuration of the station (type of plug, maximum power, etc.), the number of connections, and the energy distributed per station; – Implementing a back-office system to allow for software upgrades and to detect failures and repair them when possible remotely; – Periodic and preventive technical maintenance of the charging stations, including all related infrastructures, and cleaning them, including removing graffiti, so they are operational and clean at all times; – Troubleshooting the charging stations, including their possible replacement, and all related infrastructures to ensure their availability and charging service; – Establishing a real-time information service via an online platform providing access to all data related to the state and usage of the charging stations; – The temporary or permanent relocation or dismantling of the charging stations, including related infrastructures, in case of work on the concerned domain; – Providing, installing, and operating additional charging stations, whether to replace existing stations or add others not identified in the predefined location inventory annexed to the technical clauses of this special specifications document, either in existing stations or in new stations; – If necessary, dismantling the charging stations at the end of the concession and all related infrastructures, as well as restoring the concerned domain. 6. The future Concessionaire is warned that the service concession will not grant them any exclusivity for the operation of charging stations for electric vehicles on the public domain of Wavre. If, in light of the needs identified by the City for the development of additional electric charging stations, this concession contract can no longer be modified without making substantial changes, the City reserves the right to initiate a second concession procedure for the operation of stations parallel to the concession that will be awarded at the end of this procedure.
