The subject of the open procedure is the selection of a contractor for a public procurement for "Delivery through purchase and warranty (service) maintenance of 1 new electric vehicle with a connected charging station in execution of Project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems in social service buildings in Varna municipality and purchase of an electric vehicle with a charging station", by designated positions", as follows:
- Designated position No.1: "Delivery through purchase and warranty (service) maintenance of 1 new electric vehicle for the needs of eight Family-type accommodation centers for children and youth in Varna municipality in execution of Project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems in social service buildings in Varna municipality and purchase of an electric vehicle with a charging station"
- Designated position No.2: "Delivery and installation of a connected charging station in execution of Project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems in social service buildings in Varna municipality and purchase of an electric vehicle with a charging station"
In the execution of the order, the following should be carried out: Delivery through purchase and warranty (service) maintenance of 1 new electric vehicle with a connected charging station in execution of Project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems in social service buildings in Varna municipality and purchase of an electric vehicle with a charging station", by designated positions. The subject of the order also includes ensuring warranty/service maintenance of the delivered vehicle during the warranty period. Warranty/service maintenance refers to the required periodic maintenance of the vehicle (different from remedying defects at the expense of the Contractor during the warranty period).
The charging station is intended for installation on municipal property with the identifier 10135.4504.795 according to the urban planning registration in Varna, UPI 1 – 592, quarter 12a, residential complex "Vladislav Varnenchik” I-st micro-region, with the administrative address: Varna, Boulevard "Konstantin and Fruzhin" No.42 A and B, according to APOS No.11394 dated 12.03.2025.
The public procurement is executed under Project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems and purchase of an electric vehicle, including a connected charging station for the needs of social services, delegated by the state activity, provided in Varna Municipality", under the procedure for direct allocation of funds from the Recovery and Resilience Mechanism BG-RRP-13.009 "Installation of photovoltaic systems (PV) in existing social services, delegated by the state activity, and purchase of electric vehicles, including connected charging stations for the provision of social services", priority axis REPowerEU, investment 5 (C13.I5), National Recovery and Resilience Plan.

On the basis of Article 21, paragraph 6 of the Public Procurement Act and in connection with Article 7 of the Public Procurement Regulation, the Contracting Authority will assign Designated position No.2 according to its individual value – 4,502 euros excluding VAT. The estimated individual value of Designated position No.2 falls within the scope of Article 20, paragraph 4, item 3 of the Public Procurement Act.
Reasons:
The condition of Article 21, paragraph 6 of the Public Procurement Act is met – the value of Designated position No.2 does not exceed 156,464 levs (79,998.77 euros). The estimated value of Designated position No.2 – 4,502 euros excluding VAT represents 9.30% of the total estimated value of the procurement, i.e., does not exceed 20% of the total estimated value of the procurement.
Participants can only submit offers for Designated position No.1.
