1. The Karachi Water & Sewerage Corporation is in receipt of a credit through EAD, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GoS for the Karachi Water & Sewerage Services Improvement Project (KWSSIP) and intends to apply part of the proceeds to make payments against the consulting services.



2. In accordance with the Resettlement and Rehabilitation (R&R) Policy 2022 of the Government of Sindh and the requirements outlined in the CAP–RP for the K-IV Augmentation, the executing agency, KW&SC, through its Resettlement Unit (RU), intends to engage a Corrective Action Plan (CAP) Implementation Consultant.  The CAP implementing consultant will ensure compliance with relevant frameworks, assist in fair compensation and livelihood restoration for affected persons, establish a grievance redress system, maintain stakeholder engagement, coordinate with key institutions, and monitor implementation, including reporting on project completion.



3. The assignment is likely to commence in October 2025. The implementation period for this assignment is 12 weeks and will conclude by December 2025, with the possibility of extension based on project needs.

6.  The Project Implementation Unit (PIU) of Karachi Water and Sewerage Services Improvement Project (KWSSIP-II) within KW&SC now invites eligible firms to indicate their interest in providing the services. Interested Consultancy firms should provide information demonstrating that they have the required qualification and relevant experience to perform the services as mentioned above.



7. The Shortlisting Criteria are:

Qualification:




  • The firm should have a minimum of ten (10) years’ experience in RP/ARP, livelihood restoration, ESMP, SDDR, and stakeholder/community engagement for World Bank or international donor-funded projects.



2.



Specific Experience:




  • The firm should have at least ten (05) years of experience in RP/ARP, livelihood restoration design & implementation and Environmental and Social (E&S) review, evaluate and assess the compliance for World Bank or international donor-funded projects.



3.



Relevant Experience: 




  • Should have completed RP/ARP, livelihood restoration implementation of at least One (01) similar project in World Bank/donor funded project of comparable scale and complexity worth 38,000,000 and/or two (02) similar projects in World Bank/donor funded projects of comparable scale and complexity worth equivalent to PKR 23,000,000 (Copies of verifiable of similar nature of contracts with copies of notification of Award and/or Contracts and full address and contact information of the employer).

  • Demonstrated knowledge of Pakistan’s Land Acquisition Act 1894 and resettlement frameworks.

  • Experience working and partnering with various stakeholders such as governments, non-governmental organizations, and local communities; Has proven established and stable partnerships with global institutions and the private sector.

  • The firm should have proven skills in community development, including facilitation, community mobilization, and stakeholder engagement.

  • The firm should have experience in managing budgets, tracking expenses, and financial reporting.

  • The firm should be able to design and implement monitoring, and evaluation plans to track project progress and measure impact.

Managerial Capacity




  • The firm should have adequate logistical capacity as evidenced through established functioning offices.

  • Should have sufficient HR / managerial capacity and expertise in the areas covered in the TORs. [CVs will not be evaluated at the shortlisting stage]




 



8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers -" July 2016 (Revised November 2017, August 2018 November 2020 and September 2023) ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.



9. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.



10. A Consultant will be selected in accordance with para 7.11 Consultant's Qualification-based Selection (CQS) Method set out in the applicable Procurement Regulation (Revised September 2023).
