The City of Helsinki is acquiring a procurement management information system as part of the strategic development work for procurement management, with the aim of strengthening urban-level capabilities for managing procurement data.
The need for the procurement management information system being procured is based on the necessity to standardize the operations of the city's internal procurement units and to create stronger, city-wide processes and practices for public procurement planning, management, and reporting.
In the city's current decentralized procurement organization, there are several different operational models used among the procurement units, making real-time visibility into procurements challenging at the urban level. Procurement management needs a comprehensive view of the city's procurement, which the information system is expected to provide.
The goal of the procurement management information system is to create real-time, urban-level visibility into procurements and enable efficient management and leadership throughout the entire procurement process from planning to execution.
The system to be procured will support both procurement management and procurement leadership. Procurements need to be able to be examined both from an urban-level comprehensive view covering the entire organization with various scopes, and also separately for each procurement unit.
The solution to be procured will be delivered to the client as a comprehensive service, including the complete implementation of the system and the deployment project, continuous service maintenance and support, as well as possible additional and further development of the system according to the contract.
