The object of this order is the comprehensive implementation in the formula “design and build” of the task consisting in the supply and installation of photovoltaic installations for the purposes of 28 public utilities in the municipality of Osiecznica, as described in the functional-utility program , as an annex to the SWZ.

The subject of the order consists in the design, delivery with the installation and commissioning of the PV plant and the execution of necessary construction works on 28 public utilities in accordance with the Functional-Utility Programme (PFU) and includes, in particular:

(a) the performance of the necessary expertise — before proceeding with the task, the contractor shall verify the design output provided by the contracting officer;

(b) the agreement of the initial design concept of the contract object with the contracting authority, which is a condition for joining the design work and execution of the task. The concept should include, inter alia, a detailed determination of the place of implementation of the devices and how they are installed;

(c) the development of the design documentation in a complete state from the point of view of the purpose it is intended to serve and in accordance with applicable regulations and standards, on the basis of which the full range of works necessary for the use of the facility will be carried out in accordance with its intended purpose, and cost estimate. The installation should be designed in such a way as to allow maximum capacity yield per year and long-term, safe and fail-free operation;

(d) in accordance with the provisions to obtain all required arrangements, permits, notifications, etc., including the obligation to agree the design documentation for the solar plant with the fire safety assessor in respect of compliance with the requirements of fire protection, and notification of the authorities of the State Fire Service in accordance with Article 56 (1a) of the Construction Law after the execution of the above installation, together with obtaining a positive opinion and conformity of the performance of the construction facility with the documentation or failure to submit an objection or comments within 14 days of receipt notices;

(e) the supply and installation of photovoltaic installations on the basis of design documentation, drawn up on the basis of the guidelines in the PFU, approved by the contracting authority;

(f) the performance of other additional works and elements of the installation which are not specified but are necessary for the correct operation and stable operation of the installation and the required maintenance work, as well as for the guarantee of a smooth and non-emergency operation;

g) carry out the start-up of the installation;

(h) checks, trials, commissioning and adjustment of the installation;

(i) notification of connection of the plant to the relevant power plant, including the completion of the printing of the application (application for connection of the microinstallation to the electricity grid) and the delivery of a notification to the power plant. Starting the installation by the contractor is to occur after the current meter is replaced with a two-way one;

(j) the training of users on the proper operation of the performed installation together with the training protocol and the development and transmission of the installation instructions;

(k) enabling the measurement of the energy produced and saved CO2 emission in individual photovoltaic panels and holistically to be read in the contracting equipment indicated by the contracting authority;

(l) the execution and delivery of the post-construction documentation of the complete installation;

m) the service of the performed installation during the warranty period and warranty reviews.
