REQUEST FOR EXPRESSIONS OF INTEREST FOR THE CONSULTANCY SUPPORT TO THE ENVIRONMENTAL AND SOCIAL FRAMEWORK

The Republic of Ecuador has received a loan from the World Bank to finance the “Emergency Resilient Reconstruction Project,” and part of the loan proceeds will be used to hire consulting services.
The consulting services (“the services”) aim to provide support to the Environmental and Social Framework of the “Emergency Resilient Reconstruction Project (P181079),” through the services of a Consulting Firm for the development of specific environmental and social documents and instruments required for each prioritized intervention that is part of the Project and financed by the World Bank, in accordance with the World Bank Environmental and Social Standards, the Project Environmental and Social Commitment Plan, the Operational Manual, the Environmental and Social Management Framework, and other applicable framework instruments.
The main activities to be carried out by the Consulting Firm are detailed below, without prejudice to those that, according to the progress of the work, may be necessary to achieve the Project objectives related to its specialty:

MIT invites eligible Consulting Firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The criteria for shortlisting are as follows:
General Experience: The Consulting Firm must demonstrate proven experience in performing environmental and social risk and impact studies and socio-environmental advisory services under national regulations within the last ten (10) years prior to publication of this procurement procedure.
The five (5) best contracts meeting the requested parameters will be considered to fulfill this requirement.
Additionally, the Consulting Firm must be registered and qualified as an Environmental Consultant before the Ministry of Environment and Energy, and registration must be current.
Specific Experience: The Consulting Firm must demonstrate proven experience in performing environmental and social risk and impact studies and socio-environmental advisory services under national regulations and multilateral guidelines in road construction and/or rehabilitation projects, slope stability, or civil engineering works for road infrastructure executed within the last five (5) years prior to publication of this procurement procedure.
The five (5) best contracts meeting the requested parameters will be considered to fulfill this requirement.

Key Experts will not be evaluated during the Shortlist formation stage.
Consultants’ Expressions of Interest are requested in accordance with paragraphs 7.3 of Section VII of the World Bank Procurement Regulations for Borrowers in Investment Projects, published November 2020 (“Procurement Regulations”). Also, attention is drawn to Section III, paragraphs 3.16 and 3.17 of the Procurement Regulations, which set out the World Bank policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but must clearly indicate if the association is in the form of a joint venture and/or a subconsultancy. In such case, all partners of the association will be jointly and severally liable for the entire contract if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method described in the Procurement Regulations.
