REQUEST FOR EXPRESSIONS OF INTEREST FOR THE CONSULTANCY SUPPORT TO THE ENVIRONMENTAL AND SOCIAL FRAMEWORK

The Republic of Ecuador has received a loan from the World Bank to finance the “Emergency Resilient Reconstruction Project,” and part of the loan proceeds will be used to hire consulting services.

The consulting services (“the services”) aim to provide support to the Environmental and Social Framework of the “Emergency Resilient Reconstruction Project (P181079),” through the services of a Consulting Firm for the development of specific environmental and social documents and instruments required for each prioritized intervention that is part of the Project and financed by the World Bank, in accordance with the World Bank Environmental and Social Standards, the Project Environmental and Social Commitment Plan, the Operational Manual, the Environmental and Social Management Framework, and other applicable framework instruments.

The main activities to be carried out by the Consulting Firm are detailed below, without prejudice to those that, according to the progress of the work, may be necessary to achieve the Project objectives related to its specialty:

• Prepare and submit a comprehensive work plan and schedule including the effort (man-hours of each key expert and support staff) required for the development of the environmental and social documents and instruments covered by this consultancy.
• Submit the technical-economic proposal for each of the interventions requested by the contract administration prior to task assignment under demand/order, detailing the man-hour rate to be worked for the development of specific environmental and social documents and instruments; for negotiation and approval by the Contract Administrator.
• Collect and review primary and secondary information enabling the development of environmental and social studies and specific instruments for the required interventions.
• Prepare the Preliminary Social and Environmental Evaluation Sheet (FESAP) to identify the preliminary socio-environmental risk and impact level and applicable specific environmental and social instruments for each assigned intervention.
• Collect on-site information necessary for the development of socio-environmental studies and specific instruments for the required interventions.
• Review and analyze current applicable regulations to the intervention to identify the gaps with the World Bank Environmental and Social Standards and national (national and local) regulations, and define actions to close those gaps, which should be included in the environmental and social documents and instruments for each intervention.
• Prepare plans and maps using design and geographic information programs, which shall include views, layouts, shapes, renders, etc., attaching the respective databases; the information must be updated and duly supported.
• Coordinate with the Consulting Firm(s) responsible for developing technical studies to timely incorporate socio-environmental criteria and recommendations into the technical studies so that the products are technically, socially, and environmentally aligned.
• Accompany and assist MIT, EIP, and World Bank personnel on scheduled site visits to the interventions, if required.
• Support EIP and MIT staff in processes of free, prior, and informed consent expression and informative consultations if required.
• Address and clarify observations, comments, and adjustments requested by EIP - MIT environmental and social technicians and World Bank specialists until approval is granted for the environmental and social documents and instruments for each one.
• Maintain permanent coordination with the MIT Implementation Team to ensure contracted services are fulfilled until the documents and instruments receive the Contract Administrator’s approval.
• Review, adjust, complement, and/or prepare the Environmental and Social Impact and Risk Study and/or the Complementary Environmental Management Plan, which will include qualitative and quantitative evaluations of socio-environmental risks and impacts and the respective complementary environmental and social management plan framed within national regulations, World Bank Environmental and Social Standards, the Environmental and Social Management Framework and its framework documents, and the Project Operational Manual; if necessary, prepare a forest inventory.
• Prepare the specific environmental instruments activated according to the scope identified in the Preliminary Social and Environmental Evaluation Sheet – FESAP, including annexes, files, databases, and other supporting documents evidencing the work performed.
• Prepare unit price analyses to determine direct and indirect environmental and social budgets with their respective technical specifications for the specific environmental and social documents and instruments of each intervention.
• Once the task under demand/order is completed, the Consulting Firm shall present a final executive report of the work and activities carried out.
• The work carried out by the Consulting Firm must be coordinated with MIT and EIP staff through the Contract Administration.

MIT invites eligible Consulting Firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The criteria for shortlisting are as follows:

General Experience: The Consulting Firm must demonstrate proven experience in performing environmental and social risk and impact studies and socio-environmental advisory services under national regulations within the last ten (10) years prior to publication of this procurement procedure.

The five (5) best contracts meeting the requested parameters will be considered to fulfill this requirement.

Additionally, the Consulting Firm must be registered and qualified as an Environmental Consultant before the Ministry of Environment and Energy, and registration must be current.

Specific Experience: The Consulting Firm must demonstrate proven experience in performing environmental and social risk and impact studies and socio-environmental advisory services under national regulations and multilateral guidelines in road construction and/or rehabilitation projects, slope stability, or civil engineering works for road infrastructure executed within the last five (5) years prior to publication of this procurement procedure.

The five (5) best contracts meeting the requested parameters will be considered to fulfill this requirement.

Additionally, each Consulting Firm must submit the following documentation:

• Bylaws or Incorporation Documents and company registration documents (including latest amendments).
• Valid General or Specific Power of Attorney granted to the person signing the Expression of Interest request.

Key Experts will not be evaluated during the Shortlist formation stage.

Consultants’ Expressions of Interest are requested in accordance with paragraphs 7.3 of Section VII of the World Bank Procurement Regulations for Borrowers in Investment Projects, published November 2020 (“Procurement Regulations”). Also, attention is drawn to Section III, paragraphs 3.16 and 3.17 of the Procurement Regulations, which set out the World Bank policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but must clearly indicate if the association is in the form of a joint venture and/or a subconsultancy. In such case, all partners of the association will be jointly and severally liable for the entire contract if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method described in the Procurement Regulations.
