The Government of Indonesia, through the Ministry of National Development Planning/National Development Planning Agency (Bappenas), has received grant funding from the Global Environment Facility (GEF) Sustainable Cities Impact Project (SCIP) through the World Bank. Part of this funding is allocated for individual consultant services.
The Individual Consultant – Urban Planning Specialist will be assigned to the Directorate of Connectivity and Logistic Infrastructure, Bappenas. The Consultant will work closely with the team of Individual Consultants to provide technical oversight, coordination, and documentation support for the supervision and quality assurance of the SUMP development in Balikpapan and Palembang, which is carried out by the contracted consulting firms.
The main tasks of the Individual Consultant include:
- Validation for the Functional Urban Areas (FUA) Delineation. Support the review of the Functional Urban Area (FUA) delineation proposed by the consulting firms for the Balikpapan and Palembang SUMP, ensuring consistency with prevailing statutory planning documents, including the RPJMN, RPJMD, RTRW, and RDTR, and with regional policy. Contribute literature reviews and case studies on FUA delineation in comparable Indonesian and international contexts to strengthen the review;
- Supervision to Spatial and Urban Planning Analysis. Assist in reviewing spatial and urban planning aspects of the SUMP, including land use integration, urban growth patterns, and accessibility considerations. Support the identification of relevant data needs and analysis of spatial information, and help ensure alignment between transport planning and urban development strategies in both cities;
- Supervision of Vision Alignment and System Diagnosis. Deliver rigorous technical supervision and validation on the consulting firms' outputs regarding vision alignment, baseline assessments, and environmental mobility analysis to ensure compliance with national strategic frameworks;
- Evaluation of Strategic Planning Development and Action Packages. Provide critical evaluation and quality assurance for the risk registers, KPI frameworks, institutional strengthening strategies, intervention scenario analyses, and the final design viability of the proposed action packages. Including technical support to the review and validation of frameworks related to transit-oriented development (TOD) and the integrated planning of strategic urban areas, ensuring that proposed directions are consistent with TOD principles, sustainable urban form, and the cities' broader spatial and economic development strategies;
- Technical Support for SUMP Supervision. Support the team of Individual Consultants in reviewing the consulting firms’ outputs, including methodologies, analytical approaches, and draft reports. Assist in compiling inputs, preparing review materials, and ensuring that comments and recommendations are properly documented and communicated to the consulting firms.
To support the main tasks, the Consultant may undertake the following supporting activities, but not limited to:
- Coordination and documentation support. Assist in coordinating meetings, FGDs, and consultations related to the urban planning dimensions of the SUMP. Track the progress of related activities and maintain records of communications, deliverables, and review documentation associated with the consulting firms’ work;
- Capacity building and technical guidance of the Directorate. Work alongside the team of Individual Consultants to deliver technical guidance and capacity improvement to the Directorate in key areas such as integrated transport planning through sustainable urban mobility plan principles, infrastructure investment planning, creative financing, Traffic Demand Management (TDM), and development of Integrated Transport Authority (ITA) frameworks.
The individual consultant services are expected to start in September 2026 and perform the service for 4 months.

The Directorate of Connectivity and Logistics Infrastructure at the Ministry of National Development Planning/National Development Planning Agency now invites eligible individual consultant (“Consultant”) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are the relevant experience of the individual consultant in:
REQUIRED SKILLS AND EXPERIENCE
- Bachelor’s degree or higher in urban and regional planning, urban planning and real estate, urban development studies, civil engineering, transportation engineering, environmental engineering, environmental studies, or a relevant field. A master’s degree in a relevant field is an advantage;
- A minimum of work experience of 4 years in the urban planning, spatial planning, or urban development sector is required. Exposure to the transport or urban mobility sector is preferred;
- Familiarity with the Indonesian spatial and development planning system, including RTRW, RDTR, RPJMN, RPJMD, and related regulatory instruments;
- Proficient in performing quantitative and qualitative data analysis in transportation sector and demonstrating strong communication and writing skills in professional English (proven by policy papers/books/studies/journals/research/essay/report/ToR sample in English) and Bahasa Indonesia.
- Additional Qualifications (an advantage)
- Has experience in a minimum of one (1) Pre-FS/FS/SUMP project (proven by CV and supporting document(s) such as contracts, acknowledgment letter, or other related documents);
- Proficiency in GIS and spatial analysis software (e.g. ArcGIS, QGIS), and the ability to produce maps, spatial data products, and visual materials to support technical reviews;
- Experience working on national/international development agency operations such as Ministry of National Development Planning (Bappenas)/Ministry of Transportation/World Bank/Asian Development Bank/USAID/GIZ/GCF/KIAT, etc.
The selected individual consultant will be based in the Jakarta (Indonesia) office.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised November 2017, July 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
