Møre og Romsdal county invites tenderers, on behalf of the FKN collaboration, to an open contest for hire car services.

The contracting authority is fylkeskommune Nord (FKN), which consists of Møre og Romsdal, Sør-Trøndelag, Nord-Trøndelag, Nordland, Troms and Finnmark counties, with cooperating municipalities and other external entities. These are listed in the attached entity overview, annex 2.

FKN is not a separate legal entity, so identical contracts will therefore be established with each of the counties with the chosen supplier(s). Cooperating municipalities and other associated entities will be a part of the contract for each county. There can be changes in the entity overview during the contract period due to changes in the municipal structure.

Legal responsibility and contractual follow-up within their own organisations lies with the individual contracting party.

The contracting authority would like tenders for the hire of passenger cars, goods vans and minibuses in Norway. Cars can also be hired abroad. Tenderers must, either themselves, or through collaborating sub suppliers, be able to offer hire cars within the EU. Prices for hire cars outside Norway shall be at the market value.

Long term hire of cars will be required in Norway in order to cover some of the contracting authority's hire requirements.

The hired cars will be used for official journeys and for various forms of utility transport.

The contract does not cover second hand car hire, leasing or other hire forms where the lessee takes over ownership of the car at the end of the hire period.
