Manual and motor manual measures in nature reserves and other valuable natural areas: outdoor recreation, nature conservation, border marking and arborist services

The procurement relates to framework agreements relating to two types of areas of agreement. As a supplier, one does not have to undertake or master all kinds of assignments in the area of the contract. For example, one supplier may be geared towards carpentry services and outdoor recreation devices while another firm may be geared towards tree felling and clearing with a clearing saw.

The two areas of agreement are:

(A) Outdoor recreation measures, hazard tree management, conservation management and marking of hiking trails and reserve boundaries;

Agreement Area A contains all sorts of manual and engine manual services. The agreement area is divided into four sub-areas: - outdoor recreation, - hazard trees, - conservation management- marking of hiking trails and reserve boundaries

B) Arborist services with climbing arborist

Mission orientation

The purpose of the procurement is to meet the need for competent manpower that can efficiently perform various types of manual and motor manual actions in nature reserves and other valuable natural areas in Södermanland County. The county government manages just over 150 nature reserves and also implements actions in several Natura 2000 sites and areas covered by the Endangered Species Action Program.

The measures at issue for this Framework Agreement are primarily concerned with:

care, repair and construction of outdoor recreational devices

management of hazard trees, such as spruce bark borers along hiking trails and car parks

marking and clearing of hiking trails and nature reserve boundaries

freecutting of protective trees, planting of new noble wood trees

restoration of regrown pastures and mowing meadows by clearing regrowth vegetation;

conservation chopping in forest habitat to create dead wood or benefit certain natural values and structures

tree pruning, tree assessment, veteranization measures and tree removal by means of climbing arborist.

Extent

B) Arborist services with climbing arborist

Agreement Area B is not divided into several subdivisions but deals short and plenty of services where knowledgeable and climbing arborists are needed.

The county government's overall need for in-demand services is difficult to assess and can shift between seasons and years. The County Administrative Board estimates the value of the framework agreement at approximately 12 million Swedish kroner over 4 years. In particular, the services will be called off from contract area A. One estimate is that it is about the order of 95% in contract area A and 5% in contract area B. The estimate is based on data from previous years' costs. The supplier undertakes to the extent of capacity to deliver the true needs of the county government. The procurement will result in framework agreements for successive calls out of the aggregate need.

Whole or part tender

For both areas of agreement, the ranking principle applies where a list by geographic region is drawn up. We have divided the county into three geographic regions according to the table below.

Tenders may be submitted for at least one area of agreement and one region or both areas of agreement and all regions.

NOTE! By submitting bids with different hourly rates for different regions, the bidder can compensate for the non-reimbursement of travel costs and travel time between the domicil/company's office and the office of assignment (see contract terms).

Number of suppliers

The requester intends to sign contracts with multiple suppliers.
