Description:
Technical INSIGHT Support

The authority wishes to appoint a provider to support two strands of research work in respect of Engineering Support for Research Database Build, training and capacity building to explore ophthalmic images using artificial intelligence systems as a means of deploying valuable clinical insights to better understand and stratify ophthalmic or related diseases. The authority has two key strategic research collaborations, and although both have similar requirements, the contractual relationships are similar, as are the outputs, however the authority has adopted a two (2) lot approach for this procurement. One lot will support the one project and the other lot will support the other. Two (2) separate agreements will be entered into, which will align with the authority’s existing separate collaboration agreements. It is intended that the lots will be awarded to one provider who scores the overall highest scores for quality and financial costs.


Insight Project

Moorfields Eye Hospital NHS Foundation Trust (MEH) wishes to appoint a suitably experienced and qualified Service provider to provide services relating to the Insight Project (Lot 1) and Collaboration (Lot 2).

The authority and University College London Institute of Ophthalmology formulated a Research Informatics Strategy to bring in to focus the importance of a robust data infrastructure for the research ambitions of the Authority and to identify the infrastructure requirements to build capacity.

In September 2019 the authority entered a partnership agreement that launched ‘Insight’ – health data research hub for eye health. Insight is one of seven Hubs under the national programme funded and operated by Health Data Research UK (HDRUK). Insight is an exciting and ground-breaking partnership between:

• The NHS, University Hospitals Birmingham NHS Foundation Trust (UHB) and the Authority;

• Academia (University of Birmingham);

• Charities (Action Against Age-related Macular Degeneration) and

• Industry partners.

Insight is focused on eye health and its connection to wider health issues, including diabetes and dementia. It will use anonymised, large-scale data and advanced analytics, including artificial intelligence, to develop new insights in disease detection, diagnosis, treatments and personalised healthcare. The authority’s tasks and responsibility in the INSIGHT partnership are to:

• develop a research data platform for the storage, processing and sharing of Moorfields data;

• provide the Moorfields user community with an interface to allow them to query, search and access the data;

• work closely with the UHB Informatics team to develop UHB’s aligned datasets;

• produce INSIGHT’s combined data/datasets, a metadata catalogue and a means for external users and potential users to see the data/datasets available;

• set up the cloud platforms for the storage of Moorfields, UHB and combined Insight data;

• make the INSIGHT data discoverable and accessible via the HDRUK Innovation Gateway (https://www.hdruk.ac.uk/infrastructure/gateway/);

• make the anonymised INSIGHT data available where there has been approval granted.

An open OJEU tender process will be run for the provision of services relating to the technical Insight support. This procurement will be run as two separate lots, under one procurement process. The details for Lot 1 is as follows:

Lot 1: Insight project — Insight requires the development of the research data platform and cloud infrastructure with UHB.
