The regional growth core (RWK) Luckenwalde in the Teltow-Fläming district has positioned itself as a strong business location in the capital region of Berlin-Brandenburg. The location is characterized primarily by clusters and industry competencies in automotive, biotechnology/life sciences, and metal production and processing. Since 2005, the city has used the RWK status in the state of Brandenburg to implement location-strengthening measures to secure skilled workers, market location, promote innovation and improve business-related infrastructure.

In the current site development concept for RWK Luckenwalde, securing the supply of labor was presented as a key challenge in the future. Another goal is to strengthen and further develop the competitive sectors (healthcare industry with life sciences/biotechnology, automotive and metal) in the RWK through concrete measures. In particular, the future positioning of the Luckenwalde biotechnology park in comparison with the state and federal states was formulated as a challenge. The image and level of awareness of the business location can be further increased.

In the period from 2013 to 2016, the city of Luckenwalde already implemented projects and measures in the following fields of action with support from the GRW regional budget I:

- Marketing the business location, especially presence and advertising at trade fairs and events (e.g. ExpoReal, productronica and Hannover Messe)

- Supporting the innovation culture at the site

- Marketing of RWK Luckenwalde at university locations

- creation of marketing products

Building on this and following on from the successful implementation of the GRW regional budget I, the city of Luckenwalde launched the project “Site Safeguarding and Profiling RWK Luckenwalde. Biotechnology Park Profiling, Strategic Development, Location Marketing” proposed for funding from GRW Regional Budget II The project was approved on August 31, 2021 for the implementation period August 1, 2021 to July 31, 2024 The GRW Regional Budget II will be implemented responsibly by RWK Luckenwalde. The city of Luckenwalde is an applicant for GRW regional budget II, beneficiary and is therefore responsible for the implementation of the project.

The overarching objective is to improve economic development and increase the attractiveness of Luckenwalde as a business location by strengthening the framework conditions for the settlement of companies and investments by resident companies. The Teltow-Fläming district is to position itself with the technology location of Luckenwalde in the capital region through active location marketing and a strong network. The priorities and fields of action formulated from the identified development needs are to be supported by individual measures.

In the overall project “Site Safeguarding and Profiling RWK Luckenwalde. Profiling biotechnology park, strategic development, location marketing” four priorities are planned. This includes:

A. Site protection and profiling of the Luckenwalde biotechnology park (hereinafter Lot 1)

B. Updating the strategic guidelines and development goals as a regional economic center in the perspective until 2040 (hereinafter lot 2)

C. Location marketing for RWK Luckenwalde (hereinafter lot 3)

D. Control and coordination

With this call for proposals, modules A. to C. are advertised publicly as individual lots. Bidders have the opportunity to apply for all three advertised lots as well as one or two lots. The city of Luckenwalde plans to award them in lots.

To implement the GRW regional budget II, a cooperation agreement was concluded with the district of Teltow-Fläming.

Focus A. Site security and profiling of the Luckenwalde Technology Park

Project goals

- Further profiling and positioning of the Luckenwalde biotechnology park in the health region or in the Berlin-Brandenburg Health Industry cluster

- Support for business networking in the biotechnology park as well as in the Teltow-Fläming district or along (regional) value chains in the Healthcare Cluster

- Promote/intensify cooperation with scientific, medical and technical institutions, including clinics, research institutions, etc.

- Safeguarding balanced and sustainable development with regard to start-ups, settlements, inventory, expansion, etc.

- Supporting companies in securing the need for labor and skilled workers

- Establishment of sustainable, regional cluster management

Focus B. Updating the strategic guidelines and development goals as a regional economic center in the perspective until 2040

Project goals

- Use of established methods of participatory futurology for scenario development with the planning horizon 2040

- Dedicated participatory approach and involvement of experts, citizens and other stakeholders in close coordination with the client

- Determination, assessment and evaluation of medium and long-term development opportunities and potential for the Luckenwalde site

- Further development of strategic guidelines and development goals for the site

Project goals

- Continuation of internal and external marketing for RWK Luckenwalde to increase awareness and combine forces

- Acquisition of companies interested in settling, as well as specialists and workers through targeted marketing measures

- Development of suitable instruments, processes and products
