The contract is made in application of the public order code within the framework of a grouping of city / community of communes orders, for which the Sablé-sur-Sarthe community of communes coordinates on behalf of the following members: the Community of municipalities of Sablé / Sarthe and the Community of municipalities of the Pays Fléchois.

In order to continue this synergy in the second phase of the OPAH-RU, known as “monitoring and animation”, it is necessary to retain the same cabinet for the development of this mission. An approach already tested for the preparation of the respective Plui-H of the two territories, this grouped order has various advantages, in particular the link between the two studies carried out and consistency in the choices and strategic orientations.

The overall mission includes:

- missions carried out with private owners,

- program animation missions,

- the identification and treatment of unworthy and insanitary housing,

- Help for the renovation of facades,

- the rental permit,

- fragile and degraded co-ownership,

- the urban renewal missions of the community program on the identified blocks.
