The Helsinki Region Environmental Services Authority requests your binding offer for the period 1.11.2023 - 31.10.2025 for metal, repair and maintenance work at the Ämmässuo eco-industrial centre.

The service includes, among other things:

- Repair and maintenance of bio-waste and sewage sludge treatment plants

- Ash handling equipment maintenance

- Regional maintenance and repair work

- Maintenance and repair of gas and water management

- Design and documentation of equipment modifications or their structures

- Repair of replacement pallets

Equipment includes various conveyors, hydraulic equipment, motors and valves. The work is mainly traditional mechanical repair work that includes metal work (e.g. welding, cutting).

In order to maintain security of supply, a framework agreement will be created on the basis of competitive tendering, in which four (4) suppliers will be selected, provided that at least four (4) tenders from four different suppliers complying with the requirements of the invitation to tender are submitted to the invitation to tender.

Contracts based on a framework agreement shall be awarded between the original parties to the framework agreement.

Primarily, an individual service package is procured from the party that submitted the cheapest offer. If the latter is unable to provide the service in question because of its resources, the individual service package will be procured from the second lowest bidder, etc. If a supplier has special expertise in a specific area of this procurement, the service package in question can be ordered in deviation from the above.

If the Client is not sure which of the parties can deliver the service at the lowest cost, the Client can choose a batch-specific supplier from among the parties covered by the framework agreement (so-called mini-tendering) by tendering separately.

The framework agreement does not grant exclusive rights to the framework agreement suppliers for the work to be procured, larger service packages can be put out to tender separately.

The amounts in the invitation to tender are estimates and do not bind the client.
