Ecosystem management to support and develop the start-up ecosystem in the Frankfurt / Rhine-Main metropolitan region 2021 ff.
For the first time in 2018, the Hessian Ministry of Economic Affairs entrusted a start-up ecosystem manager with the performance of this task.
Building on the previous work of the "start-up ecosystem manager", an order to support and further develop the start-up ecosystem in the Rhine-Main region (in short, "start-up ecosystem management ") forgive. The start-up ecosystem management is to develop and implement offers for start-ups tailored to the conurbation in order to support the state's start-up activities, in particular those of the state-wide "Start Hub Hessen" contact point at Hessen Trade & Invest GmbH (HTAI), to be added.
In detail, the contractor must provide the following services from 02/2021 onwards and continue these until the end of 2023 on the basis of the work results achieved each year.
- Conception of the start-up ecosystem management;
- Advice and mediation of target groups (founders, students, initiatives, etc.), multipliers (universities, start-up centers, etc.) as well as participation in public bodies (inter-ministerial working groups, etc.);
- Cross-sector networking of the start-up community;
- Public relation;
- Evaluation, documentation and updating of the work results in the form of annual interim reports and a final report over the entire period.
The same applies to optional contract extensions in 2024 and 2025.
The start-up ecosystem management will initially be installed from the beginning of February 2021 to the end of December 2023 and is subject to annual budget reservations.
If the budget legislator makes the appropriate budget available, there is also the option to extend it until 2024 or 2025. The contract can thus be extended up to two times for one year each time.
The maximum term is 59 months; it ends on December 31, 2025. The extension is triggered on the basis of the award after the budget has been approved by a unilateral written declaration of intent by the client.
The budget planned by the bidder may not exceed the maximum financial framework of:
- EUR 600,000 gross for the term of the basic contract (1.2.2021 to 31.12.2023);
- EUR 200,000 gross for the first option to extend the contract (1/1/2024 to 12/31/2024);
- EUR 200,000 gross for the second option to extend the contract (1/1/2025 to 12/31/2025).
(maximum overall financial framework of EUR 1 000 000 gross for the entire contract period).
The aforementioned budget is subject to an annual budget reservation.
Note on the temporary VAT reduction:
In the period from 1.7. The following temporary VAT reduction applies until December 31, 2020:
- from 19% to 16%;
- from 7% to 5%.
When calculating the offer / planning the budget, the original VAT rates (19% or 7%) must be assumed.
Which VAT rate is then decisive for the invoicing results from the respectively valid tax law provisions.
