The subject of the present proceedings is now the award of general planning services for the renovation of the "Krebsbachhalle" in Obergimpern.
1.1 Subject-matter of the proceedings
The municipal council of the city of Bad Rappenau has decided to renovate the "Krebsbachhalle" in Obergimpern. The hall with extension is owned by the city of Bad Rappenau. The club restaurant, which is immediately adjacent to the north, belongs to TSV Obergimpern and is not part of the scope of the project.
Among other things, the following renovation and replacement construction services are planned:
- Part of the building "Hall"
o Insulation of the building envelope incl. floor slab
o New roof structure with rafter insulation (thermal bridge-free)
o New roofing
o New windows incl. sun protection
o New exterior doors
o New sports floor incl. insulation / waterproofing / FB heating
o F90 upgrade of roof structure / hall ceiling
o New suspended ceiling for technical installations / room acoustics etc.
o New interior wall cladding
o F30 partitions / T30-RS doors to adjoining rooms
o Installation of ventilation system
o Renewal of building services / electrical installations
o Renewal of lightning protection
o Renewal of event / stage technology
o Upgrading of the requirements according to DIN 1804-1, DIN 18032-1, VStättVO
- Part of the building "Extension of ancillary rooms"
o Demolition of the existing extension, i.e. replacement construction:
- Requirements according to DIN 18032-1 / sports halls
- Changing rooms / showers / referees / control room
- Equipment room area
- Requirements according to VStättVO
- Sanitary area: number of visitor toilets
- Width of the structural escape routes
- Requirements according to DIN 18040-1 / Publicly accessible buildings
- accessibility
According to current planning, the city of Bad Rappenau expects preliminary eligible manufacturing costs of around EUR 5.2 million net (KG 200-700 according to DIN 276-1:2018-12). The city of Bad Rappenau has funding available for the measure.
The subject of the present proceedings is now the award of general planning services for the renovation of the "Krebsbachhalle" in Obergimpern. The services are to begin immediately after the award of the contract.
1.2 Project goal
The project objectives in the course of the renovation of the "Krebsbachhalle" in Obergimpern include in particular:
- Use of the Krebsbachhalle as an event and school sports hall as well as diverse use for popular sports of the local clubs as an essential component of the quality of life of the population of Bad Rappenau
- Connection to the local district heating network
- At least efficiency level 70 according to federal funding for efficient buildings for the "hall" part of the building
- At least efficiency level 40 according to federal funding for efficient buildings for the building section "Extension of ancillary rooms"
- Extension of ancillary rooms:
o Foundation / solid floor slab (at least 30% with a considerable proportion of recycling), above it as a timber construction (at least 70% from sustainable forestry)
o Fulfillment of current fire protection requirements / structural escape route
o Compliance with the requirements of the Ordinance on Places of Assembly (VStättVO)
o Compliance with the requirements of DIN 18032-1 / sports halls
o Production of accessibility according to DIN 18040-1 / Publicly accessible buildings
- Project-wide consideration of sustainability aspects (e.g. low operating costs, durability of materials, etc.)
1.3 Scope of services
In view of the close integration of the services to be provided as well as the complexity of the task, the services are advertised as general planning services with the following planning disciplines:
- Basic services for object planning, buildings and interiors in accordance with § 34 HOAI in conjunction with Annex 10.1 LPH 3 to 9;
- Structural planning according to § 51 HOAI in conjunction with Annex 14.1; LPH 3 to 6
? Specialist planning services for technical equipment in accordance with § 55 HOAI in conjunction with Annex 15.1 in plant groups 1 to 4, LPH 3 to 9
? Building physics according to § 3 para. 1 HOAI in conjunction with Annex 1, Section 1.2.2, LPH 1 to 7.
In addition, fire protection planning and outdoor facility planning must be provided according to the client's requirements. A step-by-step assignment is intended, there is no entitlement to further assignment.
The services must be based on the planning services (LPH 1 and 2) of Fischer Ziebold Architekten, which are made available to the applicants selected for the bidding phase with an invitation to submit an offer. At this point, we would like to expressly point out that Fischer Ziebold Architekten is at liberty to participate in the tender in question.
Construction work is scheduled to begin at the end of the first quarter of 2025. Completion is scheduled for the end of 2026, so that full hall operations can be put into operation after the 2026/27 Christmas holidays (11 January 2027) at the latest.
