Cleaning service - Poznan Kosciuszki
1. The subject of the contract is the provision of services to maintain the cleanliness of internal surfaces
in buildings, some of the rooms of which are located in safety zones and the surface of paved and green areas in the 2744 complex at Kościuszki Street in Poznań. The contract has been divided into two TASKS, the Contracting Authority does not limit the number of tasks in which the Contractor may submit a bid.
List of tasks:
TASK No. 1 – provision of services for maintaining cleanliness of internal surfaces
in buildings and areas of green and paved areas in the military complex No. 2744 at 92-98 Kościuszki Street in Poznań, which is in area of operation of the 31st Tactical Air Base Poznań, Silniki 1 Street. Works inside buildings on the area of 13 407.57 m2, works on the surface of external hardened areas 8 901.20 m2, works on the surface of outdoor green areas 7 041.10m2, within 27 months.
TASK No. 2 – providing services for maintaining the cleanliness of internal surfaces, which are located in the security zones in the military complex 2744 at
92-98 Kościuszki Street in Poznań, which is in the area of operation of the 31st Tactical Air Base Poznań, 1 Silniki Street. Works inside buildings on an area of 273.57 m2, within 27 months.
2. To perform the service, the Contractor will employ only persons with Polish citizenship, who have a statement of no criminal record, prepared on the basis of an excerpt from the National Criminal Register. The required minimum daily number of employees to provide the internal surface cleaning service is:
For TASK 1 – 12 people (full-time)
For TASK 2 - 1 person (employed at least half time)
3. The contractor of the service for the implementation of TASK No. 2 must have an Industrial Safety Certificate min. III DEGREE with the clause min. CONFIDENTIAL and dispose of min. one employee holding a Personal Security Clearance to the clause min. CONFIDENTIAL and a current certificate confirming the completion of training in the field of protection of classified information (providing the service in the rooms of the I and II protection zone).
4. For TASK NO. 1, it is necessary for employees performing the service to have a personal security clearance to the clause min. RESTRICTED or Authorization of the Head of the Organizational Unit and certificate of completion of training in the protection of classified information.
5. The contractor whose offer turns out to be the most advantageous in the scope of TASK No. 2 will be obliged to submit a list of employees together with personal security clearances with the clause min. CONFIDENTIAL and current certificates confirming the completion of training in the protection of classified information for min. one person designated to perform the service in zones I and II of the subject of the contract.
6. WARNING! The Contracting Authority shall consider that the Contractor who fails to present the above-mentioned documents on the appointed day of signing the contract shall evade signing the contract and shall act in accordance with Article 263 of the PPL
7. Pursuant to Article 95 of the Public Procurement Law, the Contracting Authority requires that the Contractor or Subcontractor
in order to perform the contract, employ, on the basis of an employment contract, persons directly involved in maintaining the cleanliness of internal and external surfaces.
8. The Contracting Authority in the scope of implementation of TASK No. 1 and TASK No. 2 allows the participation of subcontractors. The subcontractor and persons who will provide the service as part of subcontracting, as well as the equipment made available, must have the required permissions and properties in accordance with the requirements and description contained in this announcement and the SWZ specified for the Contractor and the implementation of the subject of the contract.
9. Classification according to the Common Procurement Vocabulary: CPV code – 90910000 – Cleaning services
10. The contracting authority provides for the possibility of awarding a supplementary contract with a value of
not exceeding 50% of the basic contract pursuant to Article 415(2)(6) of the Public Procurement Law
11. The contracting authority does not allow for the submission of variant bids.
12. The contracting authority does not intend to conclude a framework agreement.
13. The contracting authority provides for a right of option. The Ordering Party has the right, without the need to prepare and
sign an annex to the contract – by unilaterally changing the schedule, change the size of
of areas accepted for the performance of the service in a given month by increasing them or
reduction by no more than 33% in relation to the average monthly size of the area
accepted for the performance of the service, resulting from the description of the subject of the contract. A detailed description of the implementation of the optional order is included in paragraph 1 section 4 of the contract – according to Appendix No. 2 to the SWZ.
14. The Contractor whose offer is considered the most advantageous will be required
to lodge a performance bond in the amount of 2% of the gross price specified
in the offer.
15. Contractors established or residing in one of the Member States of the European Union, the European Economic Area or a country with which the European Union or the Republic of Poland has concluded an international agreement regarding these contracts may apply for the award of a contract in the fields of defence and security.
16. The contracting authority may cancel the procurement procedure if the funds originating
from the budget, which the Contracting Authority intended to allocate to finance all or part of the contract, have not been granted to it, and the possibility of cancelling the procedure on this basis has been provided for in the contract notice.
