The Parking Agency of the Brussels-Capital Region, created by the Order of 22 January 2009, repealed by the Ordinance on the organisation of parking policy and redefining the missions and management procedures of the Parking Agency of the Brussels-Capital Region of 6 July 2022 (Belgian Official Gazette 08.09.2022) is a public limited company (Article 34§1 of the Ordinance of 6 July 2022) which must achieve the objectives of this Ordinance and whose offices are located Rue de l'Hôpital 31, 1000 Brussels.

As such, it wishes, through this contract, to update part of the data relating to on-street parking, included in the database named "Regional Parking Observatory".

The creation and updating of a database of on-street parking in the Brussels Region is one of the tasks entrusted to parking.brussels by the ordinance of 18 September 2022. Since 2014, the agency has collected data to provide a view of supply and demand for cars and bicycles. Since 2021, the data of the car offer are kept up to date as part of a monitoring process, based on the information brought to the attention of the agency. However, this monitoring does not include demand data, which must be collected again in order to be updated and occupancy rates updated. Similarly, those concerning both supply and demand for alternative means of transport to the car must be updated, taking into account the diversification of practices and devices.

Services to be provided

Thus, the purpose of the mission that is the subject of these special specifications is:

- update the data relating to the demand for on-street parking;

- update on-street occupancy rates for car parking;

- update data on the supply and demand for parking in public spaces in alternative modes to the car, broadening the range of modes and devices taken into account.

The perimeter to be investigated as part of this mission corresponds to the entire territory of the Brussels-Capital Region, which has approximately 1,750 km of roads on which there are approximately 325,000 parking spaces, including 53,000 in front of driveable access.
