Consultancy Services for Project Preparation. 2020

Finnish Institute for Health and Welfare, later referred to as THL, request your tender for a pool of consults providing expert services to support RDI activities, namely for organizing training days and for assisting in the preparation of large international collaborative research, development and innovation projects and proposals, particularly for European Union's framework programmes, e.g. Horizon 2020, Health Programmes and activities supported by DG Justice and Consumers, as well as their successors from 2021 onward.

The procurement is divided in four (4) lots. In each lot there will be established a framework agreement with maximum three (3) tenderers. Each tenderer must supply two (2) key experts for each lot they aim to offer. Tender may be submitted for one or several lots.

A framework agreement is used as a ranking system. The service will be acquired from the tenderer of the first rank. When the tenderer of the first rank is not able to provide, the service will be acquired from the second ranked tenderer etc.

The contract period is 2 years. The procurement contains two option years to extend the contract.

The contract will be awarded to pool of three suppliers based on a comparison of tenders. Each supplier are asked to name two experts to produce the service. Tender that is economically the most advantageous will win the competition. Please note that all times given in the call for tender refer to local time in Finland.

Lot 1: Training Courses for Preparing Large Collaborative Projects

The Finnish Institute for Health and Welfare (THL) carries out extensive research on population health and social welfare. Research at THL is solution-oriented and provides evidence-based information to support the policy makers and experts at various levels of the governmental and health and social welfare sectors. THL’s current research is divided into four multidisciplinary Research Programmes:

(i) equal society and inequity;

(ii) changing social and health care services and social security system;

(iii) challenges and Solutions to Population Health and Welfare;

(iv) safe and health promoting environment.

Finnish Institute for Health and Welfare will select three (3) service providers for following activity.

Short 1-2 day training courses annually for researchers. Training could focus on elements at two levels:

(i) European R&I funding landscape, Horizon Europe, its structure and underlying politics with the main focus on pillar 2; and

(ii) preparation of competitive proposal with main focus on RIA/IA instruments.


Lot 2: Grant Writing Consultants

The Finnish Institute for Health and Welfare (THL) carries out extensive research on population health and social welfare. Research at THL is solution-oriented and provides evidence-based information to support the policy makers and experts at various levels of the governmental and health and social welfare sectors. THL’s current research is divided into four multidisciplinary Research Programmes:

(i) equal society and inequity;

(ii) changing social and Health Care Services and Social Security System;

(iii) challenges and solutions to Population Health and Welfare;

Finnish Institute for Health and Welfare will select three (3) service providers for following activity.

Grant writing involves producing and formulating text for the proposal in collaboration with the applicants to fulfill the demands and criteria of the particular funding programme and specific call. Grant writing is based on hourly fee and on agreed sections of proposal, for example impact or dissemination and exploitation plan.


Lot 3: Consults for the Project Preparation

The Finnish Institute for Health and Welfare (THL) carries out extensive research on population health and social welfare. Research at THL is solution-oriented and provides evidence-based information to support the policy makers and experts at various levels of the governmental and health and social welfare sectors. THL’s current research is divided into four multidisciplinary Research Programmes:

(i) equal society and inequity;

(ii) changing social and Health Care Services and Social Security System;

(iii) challenges and solutions to Population Health and Welfare;

Consultative participation means commenting and instructing proposal preparation and proposal with no grant writing nor project management. Typically, with the service includes 2-4 rounds of consultation.


Lot 4. Proposal evaluation with feedback for the finalized proposal

The Finnish Institute for Health and Welfare (THL) carries out extensive research on population health and social welfare. Research at THL is solution-oriented and provides evidence-based information to support the policy makers and experts at various levels of the governmental and health and social welfare sectors. THL’s current research is divided into four multidisciplinary Research Programmes:

Proposal evaluation with feedback for the finalized proposal means evaluating the finalized proposal including grading with the real evaluation criteria for the specific call and writing evaluation report explaining the grading in detail and pointing out main strengths and weaknesses of the proposal.
