The contract includes the object planning services of the service profile buildings and interiors according to § 33 ff HOAI in conjunction with Annex 10 HOAI, service phases 1-9 for the new construction of the office in Höchstadt an der Aisch.
The district of Erlangen-Höchstadt intends to build a new office in Höchstadt an der Aisch. The new building is to be built on an undeveloped site. In this respect, no interim measures are necessary. The gross floor area is approximately 4,700.00 m². The building is to be erected in a mixed-use area. It can be assumed that the measure is subject to building rights within the limits imposed by the development plan.
In total, around 210 jobs are currently planned, subject to further reserve jobs, which are composed as follows:

-1 Management
-3 offices department heads
-12 offices of department heads
-65 2-person offices
-63 1-person offices
-8 meeting rooms, minimum 2 rooms per floor
-1 multifunctional meeting room with flexible seating 80 m²
The room sizes should be 12 m² for 1-person offices, at least 20.5 m² for 2-person offices, 18 m² for the office of the head of the department, 24 m² for management and department heads, and approx. 30 m² for the district administrator's office.
Taking into account further approaches for technical areas, traffic areas and construction areas, additional social and sanitary facilities, this results in a total gross floor area of approximately 4,700.00 m². Furthermore, 94 parking spaces are currently planned, which are to be created at ground level. In addition, 7 parking spaces for company cars in a garage facility with e-charging stations, a washing hall for cars with a movable lifting platform system and an additional storage facility for animal carcasses in a prefabricated garage must be proven.
In the new building, particular attention should be paid to the topics of sustainability, cost-effectiveness, flexibility and accessibility.
For the second stage of the procedure, a project outline is therefore to be submitted and presented as part of the agenda items in the negotiated procedure. Special attention is paid to ecological, economic, socio-cultural and functional aspects as well as technical processes and site-oriented planning with regard to the life cycle of the building.
After completion of the procedure, the project outline will be remunerated with € 1,500.00 net against invoice. The remuneration will be paid to the invited offices that have not received an order. The contractor does not receive any remuneration. The project outline is compensated within the scope of the fee.
Due to the special requirements of the project, the client decided that 5 offices would be invited to the negotiations. Of these, two offices (AB Niemeyer – Bermüller Architekturwerkstatt, Nuremberg and AB Wiesneth, Fürth/Höchstadt) are set for the procedure. The suitability of the offices was checked in advance according to the criteria.
