Description:
Contract for the provision of a new central technical logistics centre for Farys

Farys wishes to centralize its technical logistics activities in the Ghent region on 1 (industrial) site that is sufficiently centrally located in the scope (partly in light of technical transport) and that has good mobility and accessibility both on and to the site (with different modes of transport, but certainly also technical transport).

Farys has made a similar exercise for the administrative services that (expected by 2026) will be centralized from 3 sites to 1 site, located at "The Loop", Raymonde Delarochelaan in Ghent. However, this procedure is in no way related to the present assignment, but is mentioned in order to correctly situate the appropriate location, the object of this assignment.

The goal is to have a building with appurtenances by 2026, which will provide housing for the technical logistics services.

The aim of this assignment is to obtain the most suitable accommodation. Both existing accommodations, to be further adapted by the contractor if necessary, and new accommodations to be set up can be taken into account. However, the building, the site and the specific location must meet the criteria in line with the (cost) efficient use intended by Farys as an office, warehouse and storage space with outdoor space and sufficient (private) parking. The programme of objectives shall be specified in the selection guidance.

The contractor will be 'challenged' to give the implementation of the set functional objectives maximum technical, ergonomic and ecological added value, taking into account the budgetary impact.

A minimum requirement is that the accommodation offered is located near Ghent in a place with good mobility for the various logistics flows that are linked to the function of a logistics center (so certainly also for technical transport). The candidate must therefore have a suitable project land and sufficiently demonstrate that he or she has the necessary rights for this.

The accommodation provided must be located in the area defined in the selection guide (expressed in relation to the scope to be served).

A broad task of the contractor to be appointed is chosen, whereby he will be responsible for all services in order to provide suitable accommodation on a suitable site (taking into account the intended period for relocation (2026)).

The contractor is responsible, insofar as necessary, for both the design (design D), the construction (build B) and the financing (finance F) and, if necessary, the maintenance M of the project (type DBF(M) project or other legal elaboration to be approached as a mandatory option).

A long-term cooperation is chosen, whereby an annual fee is paid for the use of the infrastructure and the land in question for a period (perhaps 30 years, possibly renewable).

The precise legal effect will be the subject of this procedure.

A purchase option whereby ownership of the land and infrastructure passes to Farys at the end of the period of use will be assessed positively.

Already in the award phase, the tenderers will be asked for a result obligation in terms of budget, quality and timing (type "key on the door"). In this way, it will become clear already in the quotation phase what is feasible, within what budget and by when. Moreover, this is supported by a commitment of the tenderers who bear all the risks in this respect, including obtaining the necessary permits for the concept they propose.
