The purpose of this mid-term evaluation is to assess the public financial management strate-gic partnerships (PFM SPs) 2011-2016 of the Macroeconomic Support Division (WEMU) of the Swiss State Secretariat for Economic Affairs (SECO). The evaluation is initiated by SECO with the intention to better understand the extent to which the design of the partner-ships and the way the partnerships are implemented contribute to their success/failure. Hence the focus of this evaluation is on learning aspects as opposed to accountability.
This mid-term evaluation shall focus on the implementation of the four PFM strategic part-nerships during the period 2011-2014 . The PFM SPs shall be evaluated according to the OECD-DAC criteria 1) relevance, 2) effectiveness, and 3) efficiency. The two other criteria (impact and sustainability) need at this stage not to be assessed. Despite the exclusion of the impact criteria, the evaluation shall assess the effectiveness of the contribution of outcomes to impact. Based on the assessment of the three mentioned DAC criteria, the evaluation shall produce lessons learned and identify good practice. Finally it shall provide recommendations on how to improve the effectiveness and efficiency of this and similar SPs at SECO WE.
