Traffic Management Finland Oy (purchasing unit) is requesting quotes from the Traffic Management and Control reporting and analytics service. The subject matter of the contract is the Operator Service for the Traffic Management and Control (Road, Track, Sea, Air) Reporting and Analysis Service (Section A) and the Expert Services for Reporting and Analytics (Section B). A description of the subject of the contract is given in Annex 1 and other procurement documents.

The purpose is to obtain a vendor operator in Area A to provide the subscriber with reporting, analytics, development, support and maintenance services that address the subscriber's reporting and analytics environment. It is the responsibility of the selected operator to develop and maintain, together with the subscriber, a reporting and analytics service in a multi-vendor environment throughout its lifecycle to meet different business needs.

Section A assignments may include:

- Making development plans and maintaining the product development pipeline

- Assistance in definitions: from idea to commission

- Implementation monitoring as a subscriber: development of guidance, implementation support, validation testing, quality assurance and maintenance of solutions, data quality

- Operator between subscriber and suppliers in service production

- acting as the technical administrator of the systems and representing the subscriber

- Tasks, maintenance and further development of the technical capabilities and infrastructure lifecycle management of the reporting and analytics service during the contract period.

The purpose is to procure the reporting and analytics expert services needed by the subscriber as separate assignments from the selected providers in the framework agreement in Section B. The assignments covered by the framework agreement are related to the provision of expert reporting and analytics services to the client and may include, for example, project management, specification, development, further development, maintenance, quality assurance and information security related reporting and analytics activities. Assignments can be projects of a limited duration or longer service purchases. In a typical pre-contract assignment, the vendor will bring together the required number of experts in a team dedicated to the following reporting and analytics development tasks: data download, data vault modeling, visualization, data science, production transfers, and documentation.

Section B assignments may include, but are not limited to:

Project manager / Scrum master duties

- Make definitions and plans to achieve goal status and business benefits

- Tasks related to defining and describing information architecture and other target architectures

- Data processing and modeling tasks such as data downloading, modeling, download chains and publishing layer implementation

- Tasks related to data visualization and reporting

- Definition, monitoring and implementation of testing

- Service design.
