The ESM intends to conclude framework agreements with up to five providers for the provision of recruitment and contract management services related to temporary workers in support of the ESM with temporary staff in different business areas and activities ("disciplines") in relation to precise and non-permanent tasks for a period of up to 12 months, to be performed mainly at the ESM's premises in Luxembourg. The disciplines include, but are not limited to, finance, administrative, IT and other support functions (e.g. human resources management, facilities management, communications). The successful providers with whom the ESM will sign framework agreements as part of this procurement process will be included in a so-called "Interim Agency Panel". If the ESM identifies the need for temporary workers in a particular discipline, the ESM shall sign an implementation contract with one of the service providers, subject to the terms of the relevant framework agreement.

Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 or Regulation (EU, Euratom) No 2018/1046 of the European Parliament and of the Council of 18 July 2018 (as amended) does not apply to the ESM.
