The Duisburg-Xanten dike association intends to adapt flood protection in the district of Wesel, in the urban area of Rheinberg, in the area of the two villages Wallach to Büderich (Wesel) to the rules of technology.

The approximately 4.66 km long route, of which 1.5 km along a landfill, runs along almost the current dike line and connects at both ends to already renovated. In the section (filling) of approx. 1.5 km, the planning provides for the integration of the existing dike profile into the newly planned route with minor changes to the old dike body.

In order to provide improved flood protection, the existing ban dike is to be fundamentally renovated and upgraded for the BHQ2004 design flood. Further details can be found in the service description.

As an external supervisor, the construction of the earthworks is to be accompanied on behalf of the district government of Düsseldorf.

External monitoring consists of:

- Carrying out the tests on the construction site

- Operation of a soil mechanical construction site laboratory (with daily external monitoring)

- Sampling of materials for carrying out suitability and control tests of the relevant building materials for the cross-sectional elements:

the Deichlagerverbesserung

o Spur

o Seal

the Stützkern

o Filter

the Flüssigboden (Deichquerungen)

o Base course dike defence path and other dike paths

- Random monitoring of excavation and separation work (e.g. old soils).

- Sampling and initiation of chemical tests for the waste classification of the materials to be disposed of according to LAGA or DepV, including preparation of a test report for disposal.

From 01.08.2023, the Substitute Building Materials Ordinance must be taken into account.

- regular preparation of test reports on the results of the external monitoring tests, including a recommendation to the BR Düsseldorf for the release of the inspection bodies or indication of further measures in case of non-compliance with the requirement

- depending on requirements, participation of a qualified geotechnical engineer as project manager in the weekly construction meetings

- Assessment of the self-monitoring of the executing company and documentation for quality assurance.

- Preparation of a final report summarising the results of the audits and quality assurances.
