The client intends to award a framework agreement for the procurement of print and copy paper for the judicial authorities of the Free State of Thuringia by means of a Europe-wide tender as an open procedure in accordance with Section 15 I VGV.
The service to be provided includes the decentralized delivery of the respective order quantities to the services listed under contract point C without calculating packaging or transport costs and other additional costs. There are exceptions to this with regard to travel costs for additional deliveries.
The following modalities apply for the first year of contract: The order summary, the respective delivery locations (departments) and the expected delivery volumes per department result from the procurement documents, in this case Annexes A 2 and A 3. For all other annual orders, the following procedure applies: The order quantity per department is announced to the contractor by the client 3 months before the start of the new contract year. The contractor must confirm receipt of the order by fax or in any other way in writing and immediately to the client.
For additional orders during the year, the following procedure applies: The client will notify the contractor of the additional order quantity required per department no later than 1 month before the start of the new quarter in order to enable them to be taken into account for the next quarter delivery. Otherwise, an additional partial service must be delivered within 14 days in the current quarter. Travel costs will then be paid separately in accordance with Annex R 2 form offer.
In both cases, the contractor must confirm receipt of the order by fax or otherwise in writing and immediately to the client.
The respective order quantities are delivered to the listed services without charging packaging or transport costs. Deliveries are to be carried out by the client using the contractor's own machines, equipment and vehicles, taking into account the protection and custody obligations incumbent on the contractor. The contractor bears the transport risk. The services must be provided on time from Monday to Thursday from 8:00 to 16:00 and Friday from 08:00 to 12:00 within the specified time window. A delivery note with detailed information about the delivered goods is attached to the delivery. This contains at least the quantity, article number and the product name for incoming goods inspection.
Deliveries are generally made in four partial deliveries per year at 1/4 of the annual total volume per department. The determination of the amount of the partial delivery can vary in coordination with the respective department, whereby the quantity of the respective partial deliveries in total may not exceed the quantity of the order. Partial deliveries are generally to be made in January, April, July and October. Different regulations are possible in coordination with the contact persons of the individual departments.
Exceptions apply to the payment office of the Thuringian Higher Regional Court, Hermann-Drechsler-Straße 1, 07548 Gera. In principle, six partial deliveries of 1/6 of the department's annual total volume are planned for this department. These are expected to take place in February, April, June, August, October and December.
