Mattilsynet [the Norwegian Food Safety Authority] shall enter into a framework agreement with a dedicated tenderer that must cover Mattilsynet's need for software licences for operation, development and end-users in the coming years. The agreement does not apply to Microsoft licences but is intended to cover software from rights holders other than Microsoft. Purchase/hire of platform services in a cloud will not be included. However, the agreement may include SAAS services / software offered to end users.
The framework agreement will also contribute to ensuring that the department is correctly and optimally licensed, as well as ensuring consultancy services if required within reviews of and negotiations for software. The agreement shall therefore ensure that Mattilsynet [the Norwegian Food Safety Authority] always has access to the necessary software licences and accompanying services to meet current and future needs at competitive prices.
