The contracting entity offers a contract for the supply and replacement of batteries for 65 static UPS systems on the Storebælt fixed link. The 65 static UPS systems are located at various locations on the Storebælt fixed link. For a detailed description of the service to be provided under the contract, see section II.2.4).
The delivery and replacement of the batteries at the 65 UPS systems (The Delivery) will ensure an upgrade of the existing battery systems to the UPS systems on the Storebælt fixed link, so that the battery systems have 8 hours capacity + 20% of current cargo 5 years after the installation time.
The delivery is based on a controlled need for upgrading battery systems – a need that may vary throughout the project period and which may therefore require an agile conversion of resources and capacity to any reprioritization.
Only the batteries need to be replaced, while the existing UPS systems need to be retained.
The 65 locations – where the Deliveries are to be carried out – are divided into the following locations:
- Railway Weather Tunnel: 31 localities.
- Railway Vestbro: 8 localities.
- Administration and material farm: 7 locations.
- Korsør Station, Sprogø technical house and Halsskov portal: 3 locations.
- SCADA road: 10 locations.
- Barrier road: 6 locations.
The main benefits are as follows:
- Analysis of requirements and existing conditions, including technical, physical and execution interfaces.
- Risk assessments of planned works, including a structured ongoing logging of observations and actions related to it, preparation of workplace assessment and Plan for Safety and Health.
- Planning / design of the Delivery, including project plan and plan for SAT test and documentation. In addition, the design of the installation of the batteries according to the capacity and service life requirements of the tender documents.
- Preparation of start-up documentation.
- Carrying out the replacement and coordinating with the contracting entity's operating organisation, including dismantling the existing batteries and transporting these dismantled batteries to the contracting entity's material farm (see below) as well as the supply and installation of the new batteries.
- Testing and commissioning of batteries.
- Presence in functional testing of UPS systems with battery, which is carried out by the contracting entity's operating organization.
- Preparation of "As performed" documentation, including operation and maintenance instruction as well as plant-specific "as-performed" documentation, including operation and maintenance and design documentation.
- Training of contracting entity staff in maintenance and product knowledge.
- Submission, including performing 100% capacity testing before Submission.
- The supplier's execution of 5-year capacity test after delivery and preparation of documentation that the batteries comply with the capacity requirements 5 years after delivery.
If the existing connection box and stand and more cannot be reused for the offer, the delivery must include delivery and installation of new equipment plus cleaning, dismantling, removal from the Storebælt area and waste management of dismantled equipment.
Everyone working on the Storebælt fixed link must have passed a 2-hour free online course provided by the contracting entity. In addition, everyone who works close to the railway must have passed the "Beware, on the track" course. The supplier shall, in cooperation with the contracting entity, draw up a railway safety plan to be drawn up before the start of works close to the railway.
The dismantled batteries, i.e. the batteries that are installed and replaced by new batteries, must be transported by the Supplier to the contracting entity's material farm at Halsskovvej 150, 4220 Korsør at designated location.
The contracting entity will hold two rounds of inspections, cf. section VI.3) below. It is recommended that stakeholders, including interested tenderers, participate in the inspection rounds to assess working and access conditions.
