The aim of this tender is the gradual commissioning of a suitable architectural firm with the service phases 2-9 of the scope of services for object planning for outdoor facilities in accordance with § 39 para. 3 in conjunction with § 39 para. 3 in conjunction with the design.

The old kindergarten was built in 1983. It is located on parcel no. 3245/82. The adjacent municipal undeveloped plot with the plot number 3245/81 can be taken into account for the planning, resulting in a total plot area of 4000 m². It can be assumed that the playground equipment of the already existing kindergarten will have to be renewed. A first rough cost estimate is around EUR 700,000.00.

There are currently no plans to renovate during ongoing operations. There is to be an interim solution, temporary container on a plot of land in the immediate vicinity.

For the expansion and renovation of the kindergarten and the associated open spaces, the contract is scheduled for January 2024. Planning should then start promptly and the implementation of the measure should begin/take place in 2024 and be completed by the beginning of 2026.

Readiness for occupancy is to be achieved by spring 2026.

The construction project is subsidized, so that appropriate experience with subsidies is expected and assumed, as well as a preparatory work for the architect.

With regard to the planning services to be provided, the client has the following objectives, the achievement of which is the decisive criterion for the award decision in accordance with matrix level 2:
- Urban planning framework and urban development objectives of the client for the area Taubenring 15,85080 Gaimersheim:
The new construction / extension of the existing kindergarten and the green and play areas is intended to blend in with the surroundings. Innovative, modern and sustainable concepts, also with regard to pedagogical approaches, are welcome.
- Objectives of the client with regard to the utilisation concept:
The kindergarten as well as the crèche in extension and the associated outdoor areas are to be a modern construction project that follows the principles of modern pedagogy and interior design. The "inside and outside" aspect must be taken into account
- Objectives of the client with regard to energy saving and sustainability:
Particular attention is paid to sustainable construction. The following should be included: renewable energies, the use of rainwater and an ecological construction method related to the entire useful life of the building.
- Objectives of the client with regard to the budget:
- Even if no costs are currently specified due to the incalculable need for renovation of the existing kindergarten and the extension, the 1st commandment is economic planning. Innovative concepts that help to save costs, especially with regard to maintenance and care, are welcome.

After evaluation of the applications received, three offices that have achieved the highest number of points in the evaluation are invited to negotiation meetings on the basis of the evaluation matrix level 1 and invited to submit an offer. The negotiations are expected to take place in December 2023 (probably 13.12.).

In the run-up to the negotiations, the architectural offices are given the opportunity to present their plans for the best possible realization of the above-mentioned objectives to the awarding authority by developing an idea.

In accordance with § 77 Abs. 2 VgV, each bidder is remunerated for these services in the amount of EUR 5,000.00 gross. This assumes a time expenditure of about 50 hours.

As part of the negotiations, the offices are given the opportunity to explain their idea with regard to solving the task, taking into account the client's objectives in the best possible way.
