The contracting authority hereby invites tenderers to a contest for the establishment of a contract for the purchase of fresh baked goods such as bread, rolls, baguettes, wheat pastries, etc. The framework agreement also covers lightly fried products. The framework agreement will also include fresh cakes/pastry goods for Fredrikstad municipality's operations for food, laundry and practical assistance and for Hvaler municipality's kitchen service. The framework agreement will also include fresh cakes/pastry goods for all orders that require delivery during the weekend.

The contracting authority would like to enter into a 2 year framework agreement with option for an extension for 1+1 year for the procurement of fresh baked goods such as bread, rolls, baguettes, wheat pastries, etc. The framework agreement also covers lightly fried products. The framework agreement will also include fresh cakes/pastry goods for Fredrikstad municipality's operations for food, laundry and practical assistance and for Hvaler municipality's kitchen service. The framework agreement will also include fresh cakes/pastry goods for all orders that require delivery during the weekend.
For fresh cakes/pastry goods for other businesses, a separate contest will be announced and a separate framework agreement will be entered into.
The estimated value per year is approx. NOK 3,000,000 to 4,500,000 excluding VAT per year.
Hvaler municipality's share of the estimated value amounts to approx. 5 %.
The estimated value must also be seen as a guideline and non-binding for the contracting authority.
The Contracting Authority’s kitchen and catering businesses (central kitchen, service kitchen at nursing homes/institutions and canteens) as well as nursery schools and Before and After School Care will be the primary users of this framework agreement, but delivery is to be made to all of the Contracting Authority’s organisations as requested.
The framework agreement that will be entered into will be ‘non exclusive’ because the contracting authority has entered into a framework agreement for internet based grocery trading and the contracting authority can also order fresh bakery goods through this framework agreement. The framework agreement for internet based staple products is intended for organisations that have a need for small orders, broken packages and quick delivery.
The need of the ordering party shall determined which agreement is most appropriate to use in the individual circumstances.
The framework agreement for fresh baked goods includes long-life and frozen baked goods. These types of products are included in the contracting authority’s framework agreements for groceries.
The contracting authority retains the right to make procurements outside of the contract when the objective is education, work training and/or other special needs of the contracting authority.
