Transport service, at national international and intercontinental level by air cargo carriers, of materials and means of the Armed Forces, for the period 1 July – 31 December 2023

The contract has as its object the transport service at national international and intercontinental level by air cargo carriers, of materials and means of the Armed Forces, for the period 1 July – 31 December 2023, as reported in detail in the tender specification and in the related annexes

Provision of the transport service, at national international and intercontinental level by air cargo carriers, of materials and means of the Armed Forces, as reported in detail in the tender regulations and in the related annexes. The contract is not divided into lots as the logistics need of Defense transport and shipments is currently met through 5 different contracts (naval, land, rail, cargo air and passenger air). Each of these contracts derives from a specific public call for tenders. The service covered by this contract is unique and indivisible in that it is intended to make available to FFAAs a number of different air cargo carriers whose actual use depends on the specific operational needs of the FFAAs. Therefore, the operational need for a concrete choice of the aircraft to be used on the basis of the needs to be met cannot be programmable ex ante with the timing necessary for the realization of a tender divided into lots as this choice derives from the contingent geo-political context of the operational theater (often suddenly changeable), from the materials and means to be transported in relation to the needs, from the concrete situations of use of the FFAA in theaters already open or in new theaters not currently known. Furthermore, the division into lots of the service covered by this call for tenders would undermine the overall interoperability required by the performance of the contract. Finally, the need to coordinate the various economic operators for the lots would seriously risk jeopardising the proper execution of the contract and the effective operation of the FF.AA. The single lot contract allows FFAA to have a complete and flexible tool aimed at satisfying all logistical needs related to the transport of materials and vehicles by air cargo carriers.

Recourse to subcontracting and use shall be permitted in the manner specified in the tender specifications. The Administration reserves the right to resort to the repetition of the contract pursuant to art. 63, paragraph 5 of Legislative Decree no. 50/2016 in the three years following the signing of the initial contract (2024-2026) as the service subject to the tender is of strategic importance for the operational / training commitments of the Armed Forces in the national, international and intercontinental field and that the continuity in the execution of the same guarantees certainty on the planning of the future commitments of each Armed Force as well as the containment of costs Therefore for the purposes of repeatability the competitor must submit, under penalty of exclusion, the "Specific Project of the economic operator" drawn up on the basis of the general project attached to the Tender Regulations, (to be presented in digital format, together with the Participation Document, with the procedures detailed in the Tender Regulations).
