The city of Löhne intends to commission the planning services for the preparation and implementation of a renovation concept for the repair and modernization of the educational swimming pool of the city of Löhne from 1969. The gross floor area (GFA) of the swimming pool building with the associated ancillary rooms comprises approximately 520 square meters.
The necessary planning services are hereby advertised separately in the following four subject lots.
1) LOT 1 = Project planning buildings and interiors or architectural services (according to §34 HOAI)
2) LOT 2 = specialist planning of structural engineering (according to §51 HOAI) and building physics for thermal insulation and
Energy statement (according to 1.2 of Appendix 1 (to § 3 paragraph 1) HOAI)
3) LOT 3 = Technical Equipment Planning — Heating/Ventilation/Sanitation (acc. to §55 HOAI)
4) LOT 4 = specialist planning of technical equipment — electrical engineering (acc. to §55 HOAI)
The above-mentioned planning services are commissioned in stages:
1.) Service phases 1-4
2.) Service phases 5-9
The client initially only commissions service phases 1 to 4 in accordance with HOAI; service phases 5 to 9 are only re-commissioned or only with a release decision by the Council. The respective contractor is not entitled to further commission or to commission individual service levels. Project processing can be started immediately after the order has been placed (September 2022).
Lot 1: Project planning buildings and interiorsProject planning buildings and interiors or architectural services (according to §34 HOAI):

The bathing area, including all associated ancillary areas with a total gross floor area (GFA) of approximately 520 square meters, must be replanned according to the individual functional areas while maintaining accessibility and equipped according to requirements.
In addition to the energy-efficient renovation of the outer shell, extensive repair of the building structure must also be carried out, because due to the age of the building, there is considerable structural damage within the pool, both in the area of the teaching pool and within the ancillary areas, in addition to spatial deficits.
Construction is scheduled to start at the end of the 3rd quarter/beginning of the 4th quarter of 2023.
The preliminary construction investment costs (KG 300+400 according to DIN 276) for the measure are estimated at around 2.5 million euros (gross).
Lot 2: Specialist planning structural engineeringTechnical planning of structural design (according to §51 HOAI) and building physics for thermal insulation and energy accounting (according to 1.2 of Appendix 1 (for § 3 paragraph 1) HOAI):

participating in construction site inspection and metrological verification of the quality of construction and component or room properties within the LPH 7,
as well as participating in audits in certification processes within LPH 8.
Lot 3: Specialist planning Technical equipmentTechnical equipment — heating/ventilation/sanitary (according to §55 HOAI):

The bathing area, including all associated ancillary areas with a total gross floor area (GFA) of approximately 520 square meters, must be replanned according to the individual functional areas while maintaining accessibility and equipped according to requirements.
Due to their age, both the existing movable floor and all existing technical systems (except the ventilation system) are increasingly experiencing technical losses and deficits and must be renewed as part of the renovation. The aim of the overall renovation is to bring the teaching pool up to date with the rules of technology and to secure its operation. All rooms, areas and functions are to be developed taking into account a contemporary sports and leisure-oriented offer.
Construction is scheduled to start at the end of the 3rd quarter/beginning of the 4th quarter of 2023.
