Description:
The project involves the design, delivery, installation, and commissioning of a hydrogen energy storage facility in Ryki, aimed at demonstrating hydrogen technology for energy production and storage, while ensuring compliance with environmental standards and accessibility requirements.

The subject of the contract is the delivery, along with accompanying works and services, including: design, delivery, installation, integration, and commissioning of a demonstration energy storage installation using hydrogen technology (hereinafter the "Energy Storage Installation"). Requirements for the Energy Storage Installation are specified in Appendix No. 1 to the Terms of Reference - Functional and Utility Program.
The purpose of the Energy Storage Installation is to produce hydrogen from electrical energy, store it, and subsequently convert the stored energy back into electrical energy, enabling the demonstration and operation of the system under real conditions.
The delivered Energy Storage Installation will be located in Ryki, near the sports hall.
The entire Energy Storage Installation must be integrated into a mobile containerized structure that meets applicable transport standards.
The Energy Storage Installation should be equipped with its own energy source in the form of a photovoltaic (PV) installation. The PV installation must be integrated with the control system, enable effective cooperation with the electrolyzer, energy storage units, and other system components, and also allow for connection to external power sources.
The objective of the contract is to create a fully functional pilot installation to allow practical assessment of the hydrogen-based energy storage system's operation, verification of its technical parameters, and analysis of the efficiency of integrating hydrogen technologies with local energy infrastructure.
The contract will be executed on a "turnkey" basis and includes all works necessary to achieve full operational readiness of the installation, including assembly works, start-up, functional tests, and delivery of complete technical documentation.
2. The contract for the execution of the order will be concluded with the Contracting Authority: Ryki Municipality.
3. The subject of the contract is necessary for the implementation of the Project entitled "Investment Activities for the Construction of the Energy Cluster Infrastructure of Ryki County" implemented by Ryki Municipality based on the funding agreement no. KPOD.03.12-IP.05-0065/24 concluded with the Ministry of Climate and Environment, funded under the National Recovery and Resilience Plan investment B2.2.2/G1.1.2 Renewable energy installations implemented by energy communities, Part B: investment support for energy communities. The aim of the Project is to reduce negative environmental impact while ensuring economic development as well as the country’s energy and ecological security.
4. In return for performing the contract, the Contractor will receive a lump-sum remuneration resulting from the submitted offer.
5. The subject of the contract is intended for use by natural persons, including the Contracting Authority's employees; therefore, the description of the subject of the contract has been prepared taking into account accessibility requirements for people with disabilities and design for use by all users (in accordance with Article 100(1) of the Public Procurement Law).
6. As part of contract implementation, the Contractor is obliged to:
1) Prepare project documentation, including obtaining legally required agreements and administrative acts, covering in particular: a) development of the design concept; b) preparation of construction and executive designs in the installation sector, covering networks, electrical, and power engineering installations and devices; c) preparation of the executive project for connecting the installation to the Distribution System Operator (DSO) network, along with obtaining its approval at the plant; d) if necessary – introduction of changes to issued connection conditions. The Contractor is also obliged to obtain, on behalf of and for the benefit of the Contracting Authority: Ryki Municipality, a building permit if necessary for the delivery's execution.
2) Delivery of the Energy Storage Installation.
3) Execution of construction, assembly, and installation works in accordance with the project documentation approved by the Contracting Authority, as referred to in point 1, including all activities necessary to start up the complete system.
7. The implementation of the subject of the contract must comply with the "do no significant harm" principle, in accordance with Article 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council and guidelines for projects financed under the Recovery Plan. The Contractor undertakes to ensure that the offered deliveries and services do not violate this principle and will submit appropriate statements or documents confirming compliance. Applied solutions should comply with each of the six environmental objectives of the principle:
1) Climate change mitigation;
2) Climate change adaptation;
3) Sustainable use and protection of water and marine resources;
4) Circular economy, including waste prevention and recycling;
5) Pollution prevention and control of air, water, or soil;
6) Protection and restoration of biodiversity and ecosystems.
3. In accordance with Article 257 of the Public Procurement Law, the Contracting Authority reserves the right to cancel this procedure if the public funds intended to finance all or part of the contract have not been granted.
The Contracting Authority, pursuant to Article 139 of the Public Procurement Law, will first examine and evaluate the offers and then verify the subjective qualification of the Contractor whose offer was rated highest, in terms of the absence of grounds for exclusion and fulfillment of participation conditions.
A detailed description of the subject of the contract is included in Appendix No. 1 to the Terms of Reference.
The Contracting Authority does not anticipate a site visit.
