1. The subject of the order is the delivery, assembly, configuration and commissioning of fire location equipment and software for automatic smoke detection for the Józefów Forest District. The video monitoring system is ultimately based on four locations (points): existing facilities No. 1, 2, 3 and planned facility No. 4 - towers / masts with data transmission via radio and cable, ultimately to the emergency and dispatch point (abbreviated PAD) located in the technical back-up building at the headquarters of the Józefów Forest District.
2. The procedure is conducted under an open tender pursuant to the Act of 29.1.2004 Public Procurement Law (consolidated text: Journal of Laws of 2018, item 1986), as well as executive acts issued pursuant to this Act.
3. The proceedings are conducted in accordance with the rules provided for "Reverse procedure" referred to in Article 24aa section 1 and 2 of the PPL Act.
1. The subject of the order is the delivery, assembly, configuration and commissioning of fire location equipment and software for automatic smoke detection for the Józefów Forest District. The scope of work includes in particular:
a) the supply of the necessary equipment enabling the control of cameras for observing forest areas installed on fire control towers (towers) in the locations indicated in the detailed description of the subject of the contract (Annex No. 1 to the Terms of Reference),
b) the supply and installation of cameras for observing forest areas at fire observation towers (towers) in the locations indicated in the detailed description of the subject of the contract (Annex No. 1 to the Terms of Reference), enabling observation within a radius of up to 20 km,
c) delivery of equipment at the Emergency Dispatch Point (PAD) of the Józefów Forest District in accordance with the detailed description of the subject of the order (Annex No. 1 to the Terms of Reference),
d) delivery and assembly of a complete photovoltaic (RES) power set on two towers according to a detailed description of the subject of the contract (Annex No. 1 to the ToR),
e) delivery, installation, connection, configuration, commissioning and integration of devices supplied and owned by the Józefów Forest District in accordance with the requirements presented by the Employer as described in the ToR and Annex 1 to the ToR - Detailed description of the subject of the contract,
f) training employees of the Employer operating the fire monitoring system,
g) providing warranty service.
2. A detailed description of the subject of the contract includes the project of modernization and expansion of the TV system for forest observation, technical specification of execution and acceptance of works, bill of quantities and additional requirements of the Employer for power supply and radio connections between the objects constituting Annex 1 to the ToR.
3. The subject of the contract will be implemented in two stages:
- stage I: modernization of fire monitoring in three locations (points), i.e.: existing buildings (towers / masts) No. 1, No. 2 and No. 3, and in the room of the alarm and dispatch point (PAD) located in the technical back-up building at the Employer's premises. The scope of stage work - delivery, assembly and commissioning of fire location equipment, TV system for forest observation from two observation towers,
- stage II: development of fire monitoring on the planned facility No. 4 (observation mast) in Osuchy. The scope of stage work - delivery, assembly and commissioning of fire location equipment, TV system for forest observation on the observation mast in Osuchy.
4. The Contractor shall be obliged to provide a guarantee for the delivered equipment for a minimum period of 48 months, counted from the date of signing by the Parties of the last Technical Acceptance Report for the Equipment without reservation.
Attention! Due to the fact that the subject of the contract will be implemented during a period of direct action in forest fire protection, the maximum period without functioning of the camera monitoring forest areas may not be longer than 72 hours.
