As part of the digital transition, the Government of the Wallonia-Brussels Federation (FW-B) wants to develop the mastery of the digital skills of French-speaking Belgians so that they can participate actively and responsibly in society, both in their private and professional lives. He decided to use the "Pix" tool to help citizens find their way in an ever-changing digital world, and improve their digital skills throughout their lives.
To maximize the impact of its communication and allow as many people as possible to benefit from the Pix platform, a vast communication and promotion campaign of the Pix platform will be conducted in 2023 and in the following years among citizens.
ETNIC, which is leading this campaign for the Wallonia-Brussels Federation, has started working with a communication agency that is responsible for the design of the campaign as well as the communication strategy (the communication strategy is not part of the scope of this market).
ETNIC now wishes to call on an external company to support it in its purchases of media spaces and promote the various contents developed for this communication campaign, in collaboration with the creative agency.
ETNIC is considering a campaign on both offline and online media.
Regarding the purchase of media spaces, ETNIC is therefore looking for an intermediary who will have both an advisory role, but also a planning, negotiation, purchasing and reporting role.
The purpose of this contract is to provide advice and recommendations for positioning in paid media, media planning, media buying and campaign reporting for the promotion of Pix.
If the contracting authority already has a fairly clear vision of its communication strategy for the years 2023-2025, it is counting on the service provider to translate it into a media plan optimized according to the objectives to be achieved, the targets to be reached and its budget.
