The subject of the contract is the delivery and assembly of: photovoltaic installations (in the amount of 204), installation of vacuum solar collectors (78 sets), biomass boilers (in the amount of 42) in the Municipality of Modliborzyce. The task is carried out as part of the project entitled: "Renewable energy sources in the Commune of Modliborzyce". In accordance with Article 91(1) of the Public Procurement Law, the Contracting Authority allows the submission of partial tenders divided into 3 parts, with the possibility of submitting tenders for all parts of the contract.

Supply and installation of photovoltaic installations in the Municipality of Modliborzyce, including:

a) installation based on the technical documentation held by the Ordering Party of 204 sets of photovoltaic installations, each with a minimum power of 3.10kWp together with a structure adapted to the place of installation, including: 204 sets mounted on residential and commercial buildings of natural persons,

b) installation of the supporting structure on the roof,

c) installation of photovoltaic panels on the structure,

d) montaż inwerterów DC/AC,

e) installation of designed electrical switchgears,

f) installation of designed electrical installations nn - 0.4kV,

(g) installation of equalization connections.

h) performing electrical measurements of the entire system, test start-up of the entire installation after connecting it to the distribution network,

i) training of all users in the principles of operation, use, safety maintenance related to the use of the installed PV installation,

j) developing detailed operating instructions and providing them to users,

(k) notification of the readiness of the photovoltaic installation to the distribution network operator.

A detailed description of the subject of the contract (OPZ) is: Technical documentation – Construction and Executive Design of the electrical industry – Photovoltaic installation with a capacity of 3.10kWp – and Technical Specification for the Execution and Acceptance of Construction Works constituting Annex No. 8 to the SWZ and The Proposed Provisions of the Contract (PPU) – Annex No. 6A to the SWZ.

3.1. The Ordering Party requests that the means of proof be submitted together with the offer in order to: confirm the compliance of the offered deliveries with the required ones of the Ordering Party to the extent indicated in the list below; confirmation of the compliance of the offered products with the criteria for the evaluation of offers in the scope given in Chapter 15 of the SWZ. The Ordering Party requires submission in the scope of:

3.3.1. lot 1 of the order - photovoltaic installations:

– data sheets of photovoltaic modules and photovoltaic inverters signed by the manufacturer's representative or an entity authorized to represent the manufacturer or distributor of devices on the Polish market, including information confirming that these devices meet the parameters contained in Annex 8 to the SWZ.

a certificate confirming a positive result of tests of compliance of modules with IEC 61215, IEC 61730 or equivalent standards issued by a conformity assessment body,

a certificate confirming a positive result of the modules' tests for resistance to ammonia (NH3) in accordance with IEC 62716 or equivalent issued by a conformity assessment body,

a detailed test report (Test Report) on the compliance of the offered photovoltaic modules with the IEC 61215 standard or equivalent issued by the appropriate conformity assessment body, confirming that these devices meet the parameters specified by the Ordering Party in the description of the subject of the contract in Annex 9 to the SWZ – technical documentation. The number of the test report must be consistent with the number referred to in the certificate for compliance of photovoltaic modules with pn-EN 61215 or PN-EN 61730 or equivalent standards. If the above-mentioned test report is a continuation or supplement to previously performed test reports and does not contain in its content the results of tests regarding the measurement of temperature coefficients (MQT 04 – Measurement of temperature coefficients), the Ordering Party also requests the presentation of a previously performed test report containing the results of research on the measurement of temperature coefficients (MQT 04 – Measurement of temperature coefficients)

1) Delivery and installation of vacuum solar collectors used to support the heating of utility water for the needs of residents in residential buildings. The type of installation set and the capacity of the DHW tank were selected on the basis of the collected documentation, taking into account the number of inhabitants

and the location of the collectors. The current list of residents on whom the installations of the task are to be installed, the Ordering Party will provide after signing the contract

with the Contractor. The scope of work of the vacuum collector installation includes all activities enabling and aimed at performing the technology of works, including:a) installation of 78 installations of vacuum solar collectors with a minimum power of the set:

1575W + DHW hopper 200l (number of sets 8)

2100W+ HOT WATER hopper 200l (number of sets 49)

3150W+ HOT water hopper 300l (number of sets 19)

4200W+ HOT water hopper 400l (number of sets 2)

- together with a supporting structure appropriate to the place of assembly.

b) bringing and installing a HOT Water heater

c) connection of a DHW heater to an existing cold water system.

(d) installation of a pressure reducer (within ineligible costs).

e) installation of a diaphragm (expansion) water vessel assembly together with a protection group (non-safety check valve).

f) connection to the DHW system together with a thermostatic anti-burn valve.

g) installation of titanium anode in each DHW heater.

h) installation connecting collector sets with a DHW heater (lower coil of the HOT Water heater) and its insulation.

(i) installation of a solar pump unit with accessories.

j) installation of control system installations, automation and LAN module.

k) assembly of a solar diaphragm (expansion) vessel assembly.

l) rinsing and pressure tests of the installation.

(m) filling the installation with solar refrigerant.

n) commissioning of the solar installation.

o) supplementing the cavities of walls, ceilings and floors, repairing plasters, facades and its insulation, sealing the roofing material after the passages of the wires.

p) training of users and providing the Ordering Party with the protocol

From conducted training detailing what was the subject of training.

(q) drawing up and transmitting the instructions for use.

3.1. The Ordering Party requests that the means of proof be submitted together with the offer in order to: confirm the compliance of the offered deliveries with the required ones of the Ordering Party to the extent indicated in the list below; confirmation of the compliance of the offered products with the criteria for the evaluation of offers in the scope given in Chapter 15 of the SWZ.

3.2. The Ordering Party accepts equivalent means of proof if they confirm that the offered deliveries meet the requirements specified by the Ordering Party. . The Ordering Party requires the submission of a technical sheet of the solar collector,

Solar Keymark certificate or other equivalent certificate issued by an accredited body in accordance with the requirements of PN-EN 12975-1 (or equivalent) according to the methodology included in PN-EN 12975-2 (or equivalent) or in PN-EN ISO 9806 (or equivalent).

technical data sheet of the pump and control unit,

technical data sheet of the automation system (controller),

technical sheet of solar piping with thermal insulation,

technical sheet of the "solar" and "water" expansion vessel,

1) Supply and installation of biomass boilers (furnaces) for the needs of residents in residential buildings used to supply central heating and to heat domestic hot water. The type and number of boilers was selected on the basis of the collected documentation submitted by residents from the Modliborzyce commune, taking part in the above-mentioned task. The current list of residents on whom the installations of the task are to be installed shall be provided by the Ordering Party after signing the contract with the Contractor.

The scope of work shall include all activities enabling and aimed at carrying out the technology of works, including, among others:

a) installation of biomass boilers (furnaces) – in the amount of 42 pcs. including: installation of central heating boilers + DHW using biomass with nominal power:

pellets – 20 kW (in the amount of 9)

pellets – 25 kW (in the amount of 4)

wood gasifying – 25 kW (in the amount of 29)

b) assembly of fittings, devices and other elements according to the technological diagram,

(c) the installation of the control system,

d) performing rinsing and pressure tests of the installation,

e) filling of the installation,

f) commissioning of the installation,

(g) training of users,

h) drawing up an instruction manual and providing it to users,

(i) replenishment and sealing of defects after passage of ducts.

j) execution of cold, hot central heating and electrical water installations

Necessary to connect to the designed system

k) installation in boilers of modules allowing their subsequent inclusion in the system

Energy management based on ICT technologies.

2) A detailed description of the subject of the contract (OPZ) is: Technical documentation - Construction and Executive Design - Boilers (furnaces) has biomass and Technical Specification for the Execution and Acceptance of Construction Works constituting - Annex No. 10 to the SWZ and The Proposed Provisions of the Contract (PPU) - Annex No. 6C to the SWZ.

3.1. The Ordering Party requests that the means of proof be submitted together with the offer in order to: confirm the compliance of the offered deliveries with the required ones of the Ordering Party to the extent indicated in the list below; confirmation of the compliance of the offered products with the criteria for the evaluation of offers in the scope given in Chapter 15 of the SWZ.

3.2. The Ordering Party accepts equivalent means of proof if they confirm that the offered deliveries meet the requirements specified by the Ordering Party. − technical sheet of the biomass boiler - pellet boiler with a minimum nominal power of 20 kW

− technical sheet of the biomass boiler - pellet boiler with a minimum nominal power of 25 kW

− technical sheet of the biomass boiler - wood gasifying boiler with a minimum nominal power of 25 kW

– certificate or certificate of class 5 according to PN-EN 303.5 - 2012 or equivalent for the offered boiler issued by a conformity assessment body,

– test report, on the basis of which a certificate of 5 class according to PN-EN 303.S - 2012 or equivalent for the offered boiler was issued, containing all the necessary information that the manufacturer had to provide to an authorized testing body - in accordance with the test methodology contained in the PN - EN 303.5 - 2012 standard or equivalent, a certificate or certificate of compliance with the Eco Design requirements for the offered boiler issued by a conformity assessment body.
