The purpose of this tender is to conclude a framework agreement between a minimum of two (2) and a maximum of six (6) contractors (hereinafter referred to as “Contractor”) and Dar (hereinafter referred to as “Client”) for the hire of traction including operation and the hire of drivers for the benefit of the smoothness control in the municipality of Nijmegen. This hiring takes place on a call basis where the contractor must keep the traction including drivers available for a possible call.
The spreading equipment and thawing model is provided by the Client.
The framework agreement has a duration of two (2) years with the option to extend two (2) times one (1) years. The effective date of the contract is 01.09.2021.
Renewal takes place only when the work has been carried out to the satisfaction of the client. Satisfaction means carrying out the work in accordance with the requirements described in the Program of Requirements.
Plot 1 - Main roadsThis plot consists of 12 routes with a total length of about 536KM, where the average length of a route is 45KM.
The Client intends to contract two (2) contractors for this plot, whereby the Client strives to distribute the work evenly between these two (2) contractors during each season.
* NOTE: due to the possibility of deploying the entire fleet of Lot 1 during the day (07.30 - 16.00) in case of Code Red, the tenderer must realise that the traction used during the day must be technically equal to the traction used in the evening. This is in connection with the equipment to be mounted on the traction.
Plot 2 - Cycle pathsThis plot consists of 14 cycle paths and 1 centre route with a total length of about 389KM, where the average length of a route is 26KM.
Dar wants to contract two (2) contractors for this plot, while Dar strives to distribute the work evenly between these two (2) contractors throughout each season.
* NOTE: due to the possibility of deploying the entire fleet of Lot 1 during the day (07.30 - 16.00), in case of Code Red, tenderer must realise that the traction used during the day must be technically equal to the traction used in the evening. This is in connection with the equipment to fit the traction.
Lot 3 - Code RedCode Rood is a weather alarm in which extreme weather has a major impact on society. The weather situation can cause so much damage, injury and nuisance that it can be socially disruptive. This could be very local. Code Red is issued at the earliest 12 hours before the weather phenomenon occurs. Code Red can also be issued if there is a small chance of an extreme weather situation, but the safety risks are high. The weather is or will be dangerous and there are major security risks.
This plot consists of a combination of the main road and cycle path routes as defined in lots 1 & 2 of this tender. Neither the total length can be specified in advance nor the average mileage per route.
This depends on the weather conditions of that moment. The bet from this plot will be added to the bet as defined in lots 1 & 2. Thus it is an extension of bet, not a substitute bet.

Plot 4 - hiring (reserve) traction including operationThis plot consists of a combination of traction including operation and/or including spreader, which is necessary for smoothing control on main road and cycle paths, where deployment can take place both inside and outside office hours, both on working days and weekends, as well as at Code Red.
The purpose of this plot is to be able to hire traction including operation and/or including spreader in case of emergency, e.g. in case of failure of traction during or just before a scatter route, or in case of unforeseen circumstances.
Dar wants to contract up to four (4) contractors for this plot, while Dar strives to distribute the work evenly among the contractors throughout each season.

Lot 5 - hiring (spare) driversThis plot consists of hiring drivers who can ride on a combination of traction required for smooth control on main road and cycle paths, where deployment can take place both inside and outside office hours, both on working days and weekends, as well as at Code Rood.
The purpose of this plot is to be able to hire drivers who drive with Dar traction in case of emergency, e.g. in case of failure of traction during or just before a scatter route, or in case of unforeseen circumstances.
