Various developments in environmental law give the municipalities of Baarn and Soest the opportunity to review the functionality and use of the VTH system and to issue a tender for this. The most important development is (naturally) the Environment and Planning Act, with a special focus on the digital area of the DSO (Digital System Environment Act). But the Quality Assurance Act for building and the development of information-driven supervision also play a role. In addition, the municipalities also subscribe to the 'Common Ground' movement.
